Langley Gulch Generation Plant .
Dear Commissioners:
The Caldwell/Canyon Economic Development Council (CCEDC) strongly supports
Idaho Power's proposed Langley Gulch Power Plant project. We believe this project wil
provide needed power, through an environmentally clean approach, to meet the
commercial and residential power needs of the Treasure Valley, not only for today's
needs, but for our future growth.
As an organization whose mission is to spark investment and job creation to the
community as a whole, a strengthened partnership with Idaho Power (in providing ample
and reliable power) is a key element to our economic growth and future well being. As
we continue to meet with potential industry/manufacturers considering the area for
investment and job creation, the topic of power generation (along with workforce
development) is paramount in the location decision. The Langley Gulch Power Plan
project provides proof to those potential investors that we, as a community, are serious
about growing our industrial base through the provision of the infrastructure most needed
for their future business growth.
We request your most serious consideration in the approval ofthe.Langley Gulch Power
Plant project.

Rafanell and Nahas is a large property owner in the Treasure Valley. We own several
office buildings and apartment complexes in both Boise and Meridian. Our largest
project is Boise Plaza, a 330,000 square foot offce building located in downtown Boise.
We have owned propert in the Treasure Valley for over 20 year and plan to continue to
be a major propery owner for the foreseeable futue.
We have only recently been made aware of the issues surounding the proposed Langley
Gulch Power Plant. Whle we are not expers in the field of power genertion, we
strongly believe that havig available, reliable electricity wil be a key to Idaho's
continued growth. Also, this available power may prove a key differentiator in helping
Idahoattract new businesses to the Treasure Valley. Keeping these energy rates low wil
also be very importt to the vitality ofIdao's economy in both the short and the long
term.
Idaho Power has done a very good job developing programs to delay the need for new
power plants. They have worked closely with us to reduce our power consumption in our
targer facilties. Idaho Power ha worked hard to support our efforts to upgrade our
facilties to mae them more energy efficient, thereby reducing the nee for additional
generating capacity.
We believe that Idaho Power is a great corporate citizen and maes decisions with
Idaho's best interest in mid. We trt Idao Power to make decisions that wil be good
for Idaho's future. With that said, we do not have the knowledge base of all the
intrcacies involved here to take a stand on exactly when the Langley Gulch Power Plant
should be built. Nor do we have enough knowledge in this area to judge whether the
proposed plant is the most efficient solution.

Commssioner,
Trationally, the New Plymouth Chambe of Commer's Board of Diretors is
extremely war of endorsements. Carfu consideration is given before the Chamber's
name is asociated with any projec. However, in the cae of Idao Power's Langley
Gulch Power Plant, the New Plymouth Chaber of Commerce Board of Dirtors canot
pass up the opportity to add their ful support of ths project.
The Board reals that there is an increaing demand on Idaho Power's energy supply
and acknowledges the need for expansion. Even in New Plymouth's small corner of the
Treasur Valley, we have seen several subdivisions platted built, and filed to capacity
especially in the last ten year.
Langley Gulch is a perfect location to build the plant with the nearby ga and
transsion lines. Conscton should have a mial impact on the environment. Ths
sagebrush covered land would beome productve with a clea source of energy.
In these economic times, the impact of the Lagley Gulch Power Plant would be
imeasurble. The "trckle down" effect of even one job supplied or one dollar spent in
our communty is importt.
We applaud Idaho Power for being visionares about our energy futue. We all want that
light switch to work. New Plymouth Chber of Commerce's Boar of Direcors hopesthe Commssion will grt the request to build the plant.
