Support for Idaho Powers Request for a Certificate of Public Convenience and Necessity for the
Langley Gulch Generation Plant
Dear Commissioners:
Throughout our history, the communities of the Treasure Valley have experienced consistent growth.
During the past two decades, this growth has been explosive, bringing a multitude of new residents,
industries and commercial opportunities. This expansion has brought us a vibrant economy, a wealth of
new jobs and considerable capital investment. At the same time, however, it has strained all aspects of
our infrastructure--from roads to schools to our electrical generation and delivery systems.
As our economy has rapidly slowed in recent months, this appears to be an ideal time to catch up on
these deficiencies and prepare our communities for future growth. It is clear that Idaho Power needs to
develop additional base load generation at this time to ensure continued service to customers and
provide thê necessary capacity for new development. We believe the Langley Gulch Project represents
a sound investment in critical infrastructure which wil enhance our abilty attract new industry, rebuild
our economy and position our area for its next phase of rapid growth. In addition, the construction and
operation of this facility wil provide a significant economic impact in the Western Treasure Valley.
We support Idaho Powers efforts to develop the Langley Gulch Power Plant and encourage the
Commission to grant the company's request to proceed. In doing so, you will help position our area for
decades of continued prosperity.

Langley Gulch Power Plant
Commissioners,
I am writing this letter of support for the Idaho Power Langley Gulch Power Plant project. As elect-
ed offcials, it is important that we plan for future needs of our city in all aspects, and this includes
a reliable, and adequate power supply.
Currently, Ontario is mainly served by the Brownlee Dam project, and if this were to go offine... By
adding the Langley Gulch project, power lines would be routed to Ontario, for additional service
and enough power for future growth, and no worries if Brownlee were offine.
As this country moves more and more towards "green" projects, Langley Gulch will be clean and
effcient. I like the design that includes using the exhaust steam to power a 2nd turbine, rather than
simply venting it out.
The Langley Gulch project wil also benefit Ontario with short term employment. The construction
phase is estimated to take 2 years, allowing some local citizens to gain employment. Idaho Power
has always used local services, and workers wherever possible.
Langley Gulch will benefit many citizens with reliable, future power, for both peak times, and
growth. The uninterupted delivery of power to homes and businesses is important to the future of
our economy.
