The Treasure Valley and New Plymouth area has experienced considerable
growth over the years and economic development plans continue seeking more
business, more residents and more electrcal needs. As leaders, it is our
responsibility to demonstrate vision and foresight by setting direction and making
policy decisions to ensure the quaity of life not just for our individual
communties, but for people across our state. It is our responsibilty to recognize
the collective benefits to all communities.
1 would like to declare my support, especially during these difcult economic
times, for projects that enable prosperity in our communites and therefore our
state. Idaho Power's proposed Langley Gulch Power Plant is such a project,
providing opportunity to lead our communities out of this recession. I see many
benefits as a result of this project coming to New Plymouth, as well as many other
communities and the entire area Idaho Power serves
For example, we need new jobs. More than 100 workers wil be employed to
construct this plant with an additional 18 permanent jobs to operate and maintain
the facilty. We also need to boost our economy. During construction, the New
Plymouth and the western Treasure Valley area wil see an increase in the use of
local services and suppliers. Payette County as a whole also wil benefit from an
additional tax base
Electricity is as important as roads, sewers and water although there are growing
demands on the power resources we have today. We need new resources. This
may mean increasing power prices to customers; however, securing continued
electrical service today costs us less in the long run. Reliable affordable energy
remains important to our residents, business owners and farmers, and is critical
to maintaining our way of life in southern Idaho.
In my opinion, Idaho Power needs to improve its electrical delivery system and
expand its generating capacity to support growing communities. Reliable

electricity is essential to the economic health and vitality of our farms, businesses,
homes, schools and medical facilties. Idaho Power is looking to invest in and
build new infastructure. 1 believe it is incumbent upon our local institutions and
us as leaders to support this investment in our communities and our future.
The time is right to build this power plant. It wil be good for the community of
New Plymouth and the entire region. 1 urge The Idaho Public Utilties
Commission to support this project. I am confident working together we wil
ensure the long term stabilty and success of our communities.
