Dear Idaho PUC Commissioners',
I' m a local Union Pipefi tter (Plumbers & Pipefi tters, Local 296) and would be in favor of a
natural gas power plant. Many of our local members are working on the road and/or out of
state to provide the income for our Idaho families. If approved, please stipulate to use
union skilled labor whèrever possible. I believe in the labor skill of our union members and
feel that you get what you pay for. Please remember that the bitterness of poor quality is
remembered long after the sweet taste of low priced is forgotten.

PUC begins process of consideration for new gas plant
The Idaho Public Utili ties Commission is scheduling an April 14 pre-hearing conference
regarding Idaho Power Company's application for a certificate to build a 330-megawatt natural
gas-fired power plant four miles south of New Plymouth.

I AM A RETIRED STEAMFITTER OUT OF LOCAL 250 out of California. would like to see this plant
to be built by union labor from Idaho. Not out of state workers. We need to keep all the
money we can in Idaho.

In the Matter of the Application of Idaho Power Company for a Certificate of Public Convenience and
Necessity for the Langley Gulch Power Plant, it is unair that the contractor awarded the contract is an out of
state contractor. Idaho is sufferig economically as well as other states. This power plant is on Idaho land, the
power it produces will be paid by Idaho residents, therefore, it should be awarded to Idaho contractors and
workers instead of the Texas contractor. If the number of workers from Idaho is not sufficient to man the plant,
then and only then should out of state workers be called in.
WeI have two children who are pipe fitters/steamtters out of the Idaho local. Due to lack of work in Idaho they
have had to travel out of state to find work. One of them is a single father with a 15 year old son. He had to
tae hi out of school in Weiser, Idaho where he had been attending since Kindergaren and enroll him in the
state that he is now working.
We request that you consider keeping the revenue in Idaho rather than giving it to Texas and Louisian.
