I had just commented in favor of the energy efficiency ride case IPC-E-Ø9-Ø5. With that
being said if the energy efficiency and DSM is actually making a difference, is there a need
for this new generation? Much load shaping can happen with proper rate design. The last PUC 's
order on Idaho Power' s rate case is a good example of this. In the future rate design will
also be able to incorporate time of use metering. If new generation is actally needed, Idaho
based fuel sources should be looked at first (geothermal, wind, solar). It is common
knowledge that production of all mined and drilled fuel sources will decline in the coming
decades and that in the long term renewable generation sources will be the only economical
solutions. Thank you.

I have just learned of Idaho Power's plans to build a new 3ØØ MW gas-fired generation plant
in Payette County, and I would like to voice my opposition. We need to catch up with the
rest of the country in adopting Renewable Portfolio Standards, and this plan takes us in the
wrong direction.
Please adopt RPS for our state, so that we can start moving forward with renewable sources of
energy, such as wind, solar and geothermal; yes, even nuclear. Many other states are far
ahead of us, and we can learn from their examples, as well as avoid mis-steps they incurred.
Please say 'no,' to Idaho Power for any further additions of coal- or gas-fired generation
capacity, continue your excellent work with encouraging Idaho Power to promote energy
efficiency, and adopt RPS as soon as possible.
