Box 70 Boise, ID 83707 Langley Gulch Power Plant Quarterly PUC Update December 1, 2011 PROGRSS UPDATE: This quarerly update summarzes project costs through October 2011 and tasks associated with the Langley Gulch Power Plant through the end of November 2011. As of the date of this report, the overall project remains on schedule and Idaho Power Company ("Idaho Power") expects total project costs at or below the Commitment Estimate. Langley Gulch Power Island: The Engineerng, Procurement, and Constrction ("EPC") contract is a joint venture between Kiewit Power Engineers ("KPE") and The Industral Company ("TIC"). KPE, the engineerng ar of the EPC contract, has completed all of the design drawings and continues to support the project by reviewing vendor submittals and constrction drawing modifications. All major equipment has been procured and delivered to the site. TIC continues in full constrction mode. Curent constrction activities include installation of above-grade piping for the water treatment equipment, installation of electrcal and instrentation components, steam turbine piping and ancilar steam turbine equipment, pipe heat tracing, insulation, and setting up of the Distrbuted Control System ("DCS"). The step-up transformers were energized though the switchyard in early November and the contractor continues to energize the smaller peranent transformers on site. Other activities by TIC's subcontractors include finish work on the water treatment building, electrcal relay testing, and preparation of equipment star-up. TIC has increased its staff to approximately 175 people on site, which includes its employees and subcontractors. The increased labor is a result of mobilzing its star-up and commissioning team. TIC is utilizing a mix of local labor, vendors, suppliers, and subcontractors. Idaho Power and the EPC contractor continue to work closely with Siemens on the owner- furnished equipment. The Orlando-based Siemens group, supplying the combustion turbine and generator, has shipped all of the equipment to the site. Installation of this equipment by TIC is nearly complete, who is currently working on insulation and instruentation. TIC is preparng for equipment and system flushes. The Sweden-based Siemens group, supplying the steam turbines and generator, has shipped all of the equipment to the site. TIC continues installng the equipment, completing preliminar alignent of the equipment, setting of most of the ancilar equipment, and erecting the enclosures. Water Supply Pipelie and Gas Pipelie: Constrction is complete on the water pipeline and pump station, and water is available to the plant site. Once the plant control system is operating, some communication work remains to synchronize plant and pump station operation. Page 1 of3 Constrction of the gas lateral pipeline from the Wiliams Nortwest main to the site was completed in July 2011. Constrction of the tap and metering station was substantially completed in October 2011. Wiliams Nortwest will retu to perorm final checkout of its system prior to deliverng gas in Februar 2012. The water supply and gas pipelines were completed on schedule and within the expected budget. Transmission Lines and Substation: Two transmission lines and a new substation are required to connect the Langley Gulch Power Plant to Idaho Power's transmission system. Constrction of the 2.8 mile 230 kilovolt ("kV") line to the west of the power plant was completed in March 2011 and is curently in operation. The 16.3 mile 138 kV line has been designed and constrction has stared on the foundations for this line. The 138 kV line is planed to be completed by May 2012. The substation is being constrcted in two phases. Phase 1, which included the ring buss, substation building, and control wiring, has been completed by Idaho Power and was energized in November 2011. Phase 2, which includes the integration of the 138 kV line, is under constrction and is scheduled to be complete by May 2012. Each of these projects remains on schedule and within budget. Langley Local Contractors: Idaho Power has requested its contractors use local labor forces as much as possible. Nearly 30 percent of Idaho Power's general contractor's staff (TIC) is local hires. The Langley Gulch Power Plant contractors and engineers have solicited local bids for many project components and materals, including outbuildings like the water treatment and administration, concrete, rebar, block, piping, eartwork, materals testing, aggregate supply, fuel, etc. To date, nearly 150 local businesses' have been utilized from Ontaro, Oregon, to Ruper, Idaho. The vendor list is attached. Idaho Power made a conscious decision to bid the other ancilar projects locally (i.e., water pipeline, substation, gas pipeline, etc.). All of these projects were awarded to local companies except for the gas pipeline because no local bids were received. The Langley Gulch Power Plant wil create both short- and long-ter job opportnities. The constrction work force has averaged approximately 150 workers over the last 16 months, including qualified local electrcians, pipefitters, steelworkers, excavators, carenters, concrete workers, and laborers. Additionally, in the last quarer, Idaho Power completed the hiring of 17 new full-time positions stationed at the Langley Gulch Power Plant. PERMITTING UPDATE: The peritting process is in the construction compliance phase. Idaho Power continues to monitor the perit requirements and is coordinating with the regulatory agencies as needed. Page 2 of3 PROJECT COSTS: The commitment sumar is attached, which also identifies project costs expended though October 2011. All major components of the project have been contracted, and Idaho Power expects total project costs at or below the Commitment Estimate. SCHEDULE: The project remains on schedule with the following major milestones: · Constrction Full Notice to Proceed: Issued to contractor on July 1, 2010 · Gas Turbine Deliver: Arrved in New Plymouth, Idaho, on December 4,2010 · Steam Turbine Deliver: Arved on site August 1, 2011 .
