Decisions for a program costing $12. 2 million~ relying on temporary periods of time that a
company reduces usage or refrains from use~ should be made in light of other options~ too.
One such option~ now at least somewhat affordable to even small businesses~ is line
condi tioning that utili tizes new but reliable technologies that reduce the consumption levels
of inductive loads continuously. Idaho Power should perhaps show their awareness of such
technologies and awareness of how these could be introduced in the commercial and industrial
environment.
