I believe the concept of . retire' the Green Tags is a little vague, but as an Idaho Power
customer and an energy activist, I believe that the Green Tags should stay with the project.
Selling Green Tags can create the illusion of doing something that benefits the environment
as opposed to actually benefiting the environment I believe that it is a benefit to both
Idaho Power and its customers if the company does in fact produce or buy green power that it
be able to claim that green power. Recognizing that electrons mix and that one may be
getting either renewable or non-renewable energy. Most customers like myself, who
participate in Idaho Power' s Green Power program want to know that they are paying the
premium for reality not just a piece of paper. So if the word 'retire' reflects that the
Green Tags are tied to the generation of renewables then Idaho Power should be able to retire
those green tags and claim the environmental benefit.

I strongly encourage Idaho Power to continue to sell green tags in order to keep our power
bills as low as possible. A few points: 1) as long as there is no federal or state law
mandating some percentage of green power generation, this is simply a feel-good situation,
and I, along with most customers, will feel much better paying a lower bill. 2) selling the
green tags doesn't change how environmentally friendly Idaho Power's generation is , it simply
affects how Idaho Power can talk about the issue--in other words, ground truth remains that
Idaho Power is environmentally friendly, and ALSO has the ability to keep its customers'
bills lower through selling green tags. 3) If law changes in the future, you can stop selling
the green tags and raise our rates. 4) If Idaho Power's customers demand greener power, then
you can charge more and actually generate more 'green' electricity through the expensive
processes that would be required to do so. Bottom line: Please do everything in your power
to keep our bills as low as possible. Times are particularly tough right now, but even when
times are better, most of us don't want higher bills, even if they're only a little higher.
