YOU ARE HEREBY NOTIFIED that on November 7 2008, Idaho Power Company
filed a Petition requesting authorization to modify its Irrigation Peak Rewards Program
consistent with the terms of a Settlement Stipulation signed by the Company, the Idaho Irrigation
Pumpers Association, Inc. and Commission Staff. The Stipulation calls for a new dispatchable
interruption option to be added to the Peak Rewards Program. This option will enable Idaho
Power to dispatch service interruptions remotely to specified irrigation pumps between the hours
of 2 p.m. and 8 p.m. any weekday during the irrigation season. The Stipulation also maintains
the currently available timer program as an option. Under this option, the Company installs a
timer-based load control device on the customer s electrical panel controlling the irrigation
pumps at the metered service point. The timer is set to interrupt specified irrigation pumps on a
designated weekday or days selected by the customer. The Stipulation also calls for installation
fees depending upon the size of the irrigation system associated with a participating metered
service point. The proposed changes broaden the availability of the program, allowing the vast
majority of irrigation customers the opportunity to participate.
YOU ARE FURTHER NOTIFIED that the Company also filed direct testimony of its
witness to recommend recovering peak reward program expenses in the Company s Power Cost
Adjustment (PCA) mechanism. This proposal is not part of the Stipulation. The Commission
has determined to bifurcate the primary issues in this case. Interested parties may submit written
comments regarding the proposed program changes as set forth in the Stipulation during a 14-
day comment period. A separate notice and process will be established to consider the
Company s proposal to recover program costs in the PCA.

YOU ARE FURTHER NOTIFIED that the Commission has determined that the
public interest may not require a formal hearing in this matter and will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission s Rules
of Procedure, IDAPA 31.01.01.201-204. The Commission notes that Modified Procedure and
written comments have proven to be an effective means for obtaining public input and
participation.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on the
proposed changes to the Irrigation Peak Rewards Program may file a written comment in support
or in opposition with the Commission within fourteen (14) days from the service date of this
Notice. The comment must contain a statement of reasons supporting the comment. Persons
desiring a hearing must specifically request a hearing in their written comments. Written
comments concerning this Application may be mailed to the Commission and Idaho Power at the

YOU ARE FURTHER NOTIFIED that the Application and supporting workpapers
have been filed with the Commission and are available for public inspection during regular
business hours at the Commission offices or on the Commission website at
www.puc.idaho.gov under the "File Room" and then "Electric Cases.
YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission s jurisdiction under Title 61 of the Idaho Code and that the
Commission may enter any final order consistent with its authority under Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission s Rules of Procedure, ID AP A 31.0 1.0 I. 000 et seq.
ORDER
IT IS HEREBY ORDERED that the Petition of Idaho Power Company for approval
of changes to the Irrigation Peak Rewards Program be processed by Modified Procedure, IDAP A
31.01.01.201-204. Persons interested in submitting written comments in this matter must do so
within fourteen (14) days from the service date ofthis Notice.
