The 'third party' and or developers should NOT have to bear all the costs. Developement and
growth in the state benei fi ts everyone. The state needs to do more to assist Idaho Power and
developers with the growth. We have lost the relocation of large companies (and jobs) to
Idaho because of utility availability and the lack of support from local and state
government. Rate increases especially in a down economy will be difficult to justify but I
beleive the state should support/budget/partisipate in the utility infrastructure costs. This
will keep rates down and help atract quality employeers to Idaho. When Idaho Power has to
'absorb' the cost of relocation for a government project that just puts the cost burden on
the users. If you continue to increase the development fees projects will be cancelled and
that is bad for growth and job creation.
