Idaho Power should be allowed to charge builders and developers for new service attachments,
distribution line installation and should eleminate refunds to builders and developers. It
should be established exactely who pays for relocation of distribution facilities on public-
right of way due to roadw~y expnsion. Public road agebncies should not be allowed to
represent private parties regarding relocation of facili tes. . Thank You
