It is my conviction that current rate payers should not be burdened with the costs that should logically be borne by builders and developers. I also feel that other governmental entities should not request relocation of distribution facilities to benefit a third party. Rule H should be modified to insure that any relocation request by State, County or City highway Department clearly demonstrate a such a relocation is for the general public good and not simply to benefit a third party. Idaho Power's General Rate Increase proposal No. IPC-E-08-22, is based largely on the costs of extension of service. Approval of their proposal to amend Rule H would defer future rate increases and shift those costs to those who should logically pay. A major guiding principle in the allocation of water in Idaho has always been 'first in time, first in right'. This is a logical time-tested principle. However, in allocation of costs associated with utility service extension, this the principle seems to have been, 'last in time, first in right'. It is time for that to change.
