SUBJECT:AVISTA GENERAL RATE CASE,CASE NO.AVU-E-16-03
On May 26,2016,Avista Corporation applied to the Commission for authority to
increase its electric base rates by $15.4 million (6.3%).The Commission subsequently issued a
Notice of Application and Notice of Intervention Deadline and suspended the first proposed
effective date.Order No.33536.Cleanvater Paper Corporation,Idaho Forest Group,Snake
River Alliance,and CAPAI intervened as parties.The parties have conferred and agreed to the
following schedule:
Settlement Conference October 3,2016
Staff/Intervenor Prefile Testimony October 25,2016
Company Prefile Rebuttal November 21,2016
Technical Evidentiary Hearings December 2,2016
The parties believe this schedule will enable the Commission to issue its final Order by
December 28,2016,and before the first proposed effective date of January 1,2017.
STAFF RECOMMENDATION
Staff recommends that the Commission issue an Order that adopts the above schedule
and set a technical hearing for December 2,2016.At this time,Staff makes no recommend
regarding public informational workshops,or a public hearing for customers other than the

Commission should schedule workshops,and a customer hearing through a separate Order at a
later date.
