says thtthey determe the amount. They are the rate setter, judge and jur, no
reguation ald nobody to account to. I asked Idaò. Power to give me the breakdown of

. Ths is a complait for the chage by Idaho Power forUnusualCoIlditions on.our new,
home site at 3742 Van Dorm drive iLot 2VanDom Esttes). .. .... .
.. We appliedfor a tranformer for our new home which sets back in about 275 feet from
the road wher the power is avaiable, so the transformer had to be located with 150..
feet of our house. We contacted Flit McDanel atthe .McCal Idao Power offce and
fied out the forms necessá. to get the job done. When I came to the form on Unusua
Condtions I asked Flit ifwê could dig the trench to put the lie iI ourselves and he told
. me no, that was par of Idaho Powers revenue business. . . .
When Idaho Power came to put tle trsfòrre~in, the work was done'by anoutside
coIltrctor. They sted diggi about 9:30 and all the inalation was completed by
5 :00 PM.. When you dig in New Meadows you hit fractured rock àt about one foot six'
inches and everyone tht works in the ar is famliar with the conditions. Thr: crew .
doin the diggig had not brought their smaer b~khoe bucket which accordig to the ,.
. operator would have made the diggig alitte easier and quicker. They did encounter .
.some solid rock in places which slowed them down somewht. No hamer , blasg or.
additiòna equipment was needed to complete the job. Myexcavator (Mr.Thueson)was,
worIcig that saie day and lie'indicated that ifhe had done the diggig it would liave ,
. been about $1,500.00. He dug my 80 foot 4 feet deep water line from the house to the.well in less than 2'hours. . .. .....
Idao Power told meat the end of job I would get a detal of the U~us Conditions .

received anytg from Idao Power sol caled the offce and was told that I would get a ..

call frm the McCall offce. One week later afer nò word 1 called agai, then Istopped at .
the McCall offce and~ told my $81.00 check was in the' maL. I received the check hut
no explantion of the charges. . ' ,. .','.. . ". . ." "... ".
.. I expected a re~onabiecharge for 'unustt~onditions, but $3,919.00 is notreasoiible.~. .
