Regarding Idaho Power i s automated meter reading, I would like to add the following points.
1) The technology should be unobtrusive and not impact anything that is already working
inside the home. Many people have pre-existing technology home automation metering and
control that shouldn i t have to change. Adding capability it fine but breaking things and
forcing people to have to fix them to accommodate Idaho Power i s solution would be both time-
consuming and expensive. Technologies that could be impacted are power line carrier as well
as radio frequency depending on what Idaho Power is doing.
2) As Idaho Power continues to make progress into home power management, there will be break
downs and conflicts that need oversight and review. The PUC will need to determine how well
the power companies manage the service quality and timeliness.
3) Where do we find the requirements or limitations this new technology will require or limit
our existing homes? All technology has trade-offs. Due to the nature of a public utility,
these will be i forced i upon homeowners many of whom won i t notice until after all the
decisions have been made. Information about the limitations and trade-offs should be made
available as soon as possible.

I do not object to remote reading of meters provided that the consumer can still read the
meter as well. I most certainly object to those meters being a tool for Idaho Power to expand
their means of useage surcharges, especially when the user has no way to prove or disprove
the validity of such surcharges by Idaho Power. $70.1 million becomes another raise in
electricity that once obtained will never go away, long after the meters are paid for.

In regard to the proposed project to install the advanced metering infrastructure:
1) Idaho Power already has the ability to remotely read a meter from the street rather than
going up to the house and read the meter. I have this and am charged a monthly fee to save
them time and costs.
2) Idaho Power is using advanced technology to outsource meter readers i jobs.
3) Idaho Power will save money in the long run, and the consumer will pick up the tab for
this savings. Many businesses would try to find ways to run the business more efficiently in
an effort not to raise costs to their end-customers.
4 ) Given the current economy, this is not a good time to put people out of work and to
increase rates to the customers on a project that is not absolutely necessary at this time.

RE: Spending $70M on meters to replace meter readers. I am not opposed to giving customers
useful information to help monitor and reduce energy consumption; but unless these meters are
manufactured locally, this doesn i t seem like the most opportune time, economically to
eliminate local jobs and increase customer expenses. Wouldn i t this effectively take $70M out
of our local economy (or at least the cost of the equipment)? Is there a way to spend the
$70M to reduce energy consumption and create local jobs? If we feel the need to advance
technologically, I think we should look for long-term solutions that improve our local
economy as well as our quality of life.
