Idaho Energy Education Project

4. In order to protect and enhance Idaho's quality of life, it is incumbent on all citizens
to use Idaho's precious natural resources, including energy, in a wise and responsible
manner.
The Idaho Energy Education Project knows of no better way to achieve this goal than through
energy education, especially of our youth. Energy education is a good investment of the
ratepayer's share of the monies from Idaho Power's sale of S02 credits. It is an investment
that will payback both economically and environmentally to the ratepayers and to all of
Idaho. The cheapest, cleanest energy is the energy we don't waste, that we use efficiently.
It is the consumer that is responsible for that side of the energy equation. The more the
consumer knows about the impacts of its consumption decisions, the better it can take
responsibility for those gecisions. It is well known that engaging our youth in this process
is one of the best ways to bring about social change.
The Idaho Energy Education Project has first hand experience in the schools. Under a
different umbrella it helped to coordinate the first solar for schools project in Idaho. It
has also done energy efficiency classes and general lectures on the production and
consumption side of the energy equation. IEEP put the concept of investing some of the S02
monies in energy education. While IEEP's attempts at bringing together a partnership of
potential parties didn't materialize, IEEP is steadfast in its belief in the importance of
this project and not only welcomes but endorses the three concepts put forth in Idaho Power's
proposals. The concepts create the tools to expand Idaho Power's current educational
programs to a more participatory level. This is inline with IEEP's original proposal.
Nothing is better than hands-on education.
The one area of concern IEEP has with this proposal is the lack of a participatory and
evaluation feedback loop that would include ratepayer and public interest groups. I think

this could be adequately addressed by expanding the role of the advisory group on energy
efficiency to include energy education and the requirement of a once a year evaluation report
by Idaho Power at the PUC to discuss the project.
