Box 83720 Boise, Idaho 83720-0074 Re: Case No. IPC-E-07-18 In the Matter of the Appropriate Disposition of Proceeds for the Sale of Idaho power Company's S02 Emission Allowances in CY 2007 Dear Ms. Jewell: On April 28, 2008 the Idaho Energy Education Project (IEEP) filed its response to the Commission's request for additional information on IEEP's proposal to utilize $500,000 of S02 proceeds for energy education. In its response, IEEP describes the role it envisions for Idaho Power if the Commission concludes that IEEP's proposal should be finally accepted. IEEP also attached to its filing a copy of an email exchange between IEEP and Karl Bokenkamp, Idaho Power's General Manager, Power Supply Operations and Planning. Representatives of Idaho Power met with representatives of IEEP on April 21 and discussed the role that IEEP envisions for Idaho Power in IEEP's energy education proposal. Following that meeting, Idaho Power sent a letter to IEEP responding to IEEP'sproposal. A copy of that letter is attached. An lOP Comny April 24, 2008 Mr. Bil Chisholm 19073 E HW 30 Buh, ID 83316 208-543-4418 chisholm3 ~midspring.com Subject: Idaho Energy Education Project Dear Mr. Chisholm: Although Idaho Power supports K -12 energy effciency education intiatives and projects, Idaho Power is hesitant to commt to parering with the Idaho Energy Education Project (JEEP) until JEEP can demonstrate that it has satisfied the Commssion's order regarding its educationa proposal such as providing a syllabus, curculum, and any arangements it has with school districts or state agencies. In the JEEP PUC Proposal, Idaho Power was asked to provide system inormation and inormation on conservation and effciency programs. Idaho Power is wiling to provide this inormation to the JEEP or any other pary that requests such inormation as this inormation is public inormation and readily available. Idaho Power does believe that investigating new and alternative methods of energy education is wortwhile. As stated in Idaho Power's Comments in Case No. IPC-E-07 -18 dated February 25, 2008, "Idaho Power would support use of a portion of the S02 allowance proceeds for energy efficiency education." It is importt to recogne the existing educational inastrctue presently provided by Idaho Power whie considerig additional energy education. Idaho Power curently offers the following programs and education options: ~onimiinit)'.~~licationR.epresen~tiv~providÍJg energy~related educational program to sëñóõlsärd cóinùitY-groups. lâàhoPower employs several Communty Education Representatives (CER) thoughout Idaho Power's service territory tasked with providing presentations to K-12 schools and communty groups. Among the varous energy related topics they instrct, the curent programs developed for 3m and 6th grade classes contai an energy efficiency component and meet the State of Idaho education standards. Idaho Power's CERs present about 1,300 lessons per year reaching up to 40,000 students. The CER expenses and salaries are fuded though Idaho Power's base rates. P.O. Box 70 (83707) 1221 W. Mr. Bil Chisholm Page 2 of2 Apnl 23, 2008 Solar 4R Schools: Solar 4R Schools intalls 1.1 KW solar systems on area schools and supplies classroom materials and is sponsored by the Green Power Program. Eight schools now parcipate with 12 expected by fall of 2008. From 2009 onward, it is anticipated that though a parership with the Bonnevile Environmental Foundation Idaho Power wil award 1 to 2 new schools per year though the voluntar paricipation in the Green Power Program. Solar 4R Schools is delivered with a curiculum and yearly teacher traing for paricipating schools. Most paricipating schools are given a data monitorig system accessible on the Web. Energy Effciency Education Program provides outreach and education to residential customers. Activities focus on community education events (Ear Day, business education, retail events) and special activities including the Library Education Series. Ths program has the opportty to interact with school-age students outside the classroom and is supported by Idaho Power's Energy Efficiency Rider. Commercial Incentive Programs providing financial incentives for energy effciency building and energy component upgrades or design. Idao Power curently serves 63 school distncts in our Idaho service area. These program are supported by the Energy Effciency Rider. Business Education Exchange. Idaho Power is one of the presenting sponsors of the anual Business Education Exchange for educators. The exchange is a parership of about 25 Boise businesses. This collaborative effort provides an opportty for teachers to lear more about the knowledge, skills and abilties employers are looking for in the futue from their students. Teachers also ear continuing education credits. The Business Education Exchange expenses associated with Idaho Power are fuded by Idaho Power's base rates. In addition to these programs, Idaho Power is a co-sponsor of the Th Energy Idaho teacher traiing workshops to be offered in June in conjunction with Idaho State University and the National Energy Foundation. While Idaho Power has several programs in place that promote energy efficient projects and energy efficiency education in K-12 schools as listed above, we welcome opportties to supplement and augment exi~ting program.
