This policy really hurts those of us who are trying to scrape by. Imagine my surprise when I started receiving $238 and $248 bills this winter. Never have I had a bill be this high. Then imagine my surprise to find out that even though I reduced the number of kilowatt hours used per day, my bill was higher than before. That was because instead of 38 or 31 days between readings, the power company had stretched it to 33 days. Needs to be some way to offset the fluctuation in number of days in a billing cycle. Of course the additional 3 days were billed at the top rate of the tiered system. Now I am one of those who has to consider whether I should pay by power bill (and keep my elderly father warm)or turn down the heat so I can provide him with food to eat. Have never been in this position before, and don't like the feeling. People like me need some sort of help with these high rates.
