I would like to know what is going on with all you law makers and utility
companes.
My power bill has doubled plus for December and Janua 2009/2010.
-My wife and I are both very consous of saving money every way we can for
we live on Social Securty of $1100. Per month and have exhausted our
savings to 00.00 due to rising costs of energy and groceries. We are being
priced right out of life.
It seem Idaho Power Co. has a monopoly and you, the Utility
Commission are letting Idaho Power Company raise rates.
I built my home to be energy effcient. When the sun shins it heats our
home through the south front windows and the fuace does not work all
day. Dug the hot sumer days we do not open the blinds and our house
staw cool until late evenig savig on air conditionig.
Idao Power requested by letter for me to give them control of my ai
conditioner durng hot sumer days, I don't thnk my air conditioner would
work any different either way. If Idaho Power Co. has the right to raise my
power costs do to my not agreeing to let them control my water to air
fuace/air condition that would be un reasonable.
Two years ago my fuace worked on auxiliary power only due to a leak
of Freon and we had to replace the unt with a new unit. At that time our
power cost did not exceed $ 130.00 a month through the witer and the
k;Wh did not go over 1750 kWh for December and Janua 08/09. This last
December/Januar 09/2010 my kWh are 3,000 +.
I have checked my Pup, my water heater is on only 2 hours a day, one
hour 6/7 AM and one hour 5/6 evening. My wife and I are careful to bur
only one or two lights when dark. We have replaced our washer/drer and
cooking range. I have elimnated a weldig shop and do not have power use
other than my house. I don't know what else my wife and lean do to save
energy.
I can not see how my power use should exceed 1500kWh. I would like
Idaho Power Co. to replace my Power Meter, or fid oyt what th~ir/myproblem is. .

Over the past two years we have seen our utility bill rise over 34% and when the
restructuring was done by the commission to(what I was told by your office when I called last
year) enchorage people to get natural gas It increased my bill and I have no such option up
here in Fairfield and what ever the reason It is making it extremely hard to keep up with In
December we received a bill for 2x what it would have been in normal years because of a
spike, outage or what ever (they can not tell me exactly) that may have happened for a very
short period of time when the power came on. so even though my usage was conciderably lower
for the rest of the month I pay the higher rate for the month and they still can not tell me
exactly why. Are you all trying to put small businesses out of business? and when the power
company askes for increases is any consideration taken to make sure that their increased need
is not partly to pay for big pay increases. It has to stop somewhere

It was not just a comment it was a definite complaint about the way the commissioners( people
who are supposed to be making sure that there are not unfair increases)took it upon
themselves to restructure in such a way that it is what I consider discriminatory to small
businesses in rural communities who do not have the option to get cheaper natural gas.
Because of one power surge caused by an outage that I have no control over when it happens
and when it comes back and the decisions made by Idaho power that were disastrous and the
ensuing damage I am expected to pay thru the nose for something that may have taken a min or
less to happen. They can not explain it but tell me I owe it something is wrong with this
