Please reconsider . the tier system' billing process. I have during this economic crisis,
reduced my monthly kWh usage by 15% from the previous year. However this system has increased
my power bill over 28%. I'm sure it was thought this system would help encourage customers
to be energy conscientious, however, most people these days are. Some people have applications
or general higher demands. The system I feel is unfair to customers like myself .

My power usage dropped 200 kw in dec 09 from dec 08 yet my bill is higher. I spoke with
Idaho power customer service they they stated that the new tiered billing was designed to
promote lower useage. So let me ask you why my bill is higher for using less power?
Ummmm. . .. . . . I think someone missed the boat!!!!!!
