I just got my Idaho Power bill. I have all electric heat. What a surprise when my bill was
over $300 - the highest bill I have ever had in the 12 years I' ve lived in the Treasure
Valley. I learned that $123 of my $314 bill was from the highest-tiered rate. Great timing -
right after Christmas. I suspect lots of young families who are recovering from Christmas are
now faced with a similar problem.
Maybe next month 1'11 just run the fireplace and muck up the valley air. Yea, that' s free and
then I can be comfortably warm with no extra expense to me. I am really unhappy about this
tiered system. I wish you would reconsider the timing. January is really a bad bad time to
put the extra financial burden on families.

The power rates in southern Idaho are out of control I I just got a $420 bill for a small,
all electric house that has been recently renovated. We recently moved down from Spokane
where our Avista bill for similar sized home NEVER exceeded $150.
Stop giving Idaho Power government handouts and do your jobs.

We received this email over the weekend. The complaint has to do with increasing block rates
(tiered rates) for Idaho Power.

To Whom It May Concern-
Natural Gas and Electric Power are the two primary methods of utility-provided residential
power in this state. Yet, those that use electricity as their primary heating source are
penalized, getting a graduated rate schedule that effectively "subsidizes" the rest of the
residential users. While big companies get better rates for more use, larger residential
users get penalized. (With this as a strategy for commercial users, why not to the same for
residential and reverse the rate schedule to charge those using under 800kWh the $.072 per
kwh?) In addition, we are also required to pay the same conservation charge that all other
residences pay. If your intention is to reduce use, then why not penalize all for use,
including commercial users of electric and all users of gas through Intermountain Gas? When
you go to the Intermountain Gas site, residences get a flat rate, unless you are a business,
and then rates go down with more use. I am not seeing consistent, fair policy.
Thank you for your consideration when developing future policy.
