Dear Idaho Public Utility Commission:
I write about Idaho Power Company and specifically about the Energy Efficiency Services (EE)
charge on my Idaho Power bills. I believe the charge, which amounts to a roughly 4.5% tax on
each monthly residential bill, is an abusive exercise of power, not only on the part of the
utili ty, but also by the governing Idaho PUC.
Idaho Power has recently roughly doubled the size of this tax, which generates approximately
15 million dollars a year. Idaho Power likes to point out in brochures that none of the money
goes to the earnings of the company. This infers that the company does not profit from this
charge, which is nothing further from the truth. Idacorp (parent of Idaho Power) quarterly
revenue growth has been running in excess of 8.ØØ%. Getting ratepayers to fund incentive
programs is something that should be left strictly left for the company.
I am forced to pay a monthly tax to pay for programs and services that I or a majority of
Idaho Power customers seldom if ever use. ie: money to haul away a refrigerator/freezer, add
insulation, ENERGY STAR product purchases, home construction, a/c cool credit, lighting,
buying an all-electric mobile home, energy house calls and weatherization assistance for
lower income people.

It is pretentious to believe that such a tax is necessary to accomplish the intended purposes
of the programs or services, when such actions would directly benefit those who take such
actions anyway.
Also, I am surprised that PUC commissioners earlier in the year approved a tiered wintertime
rate structure that provides for separate charges to a person who heats their home with
electricity. Idaho Power said in a release that its average residential customer uses 1, e5e
kWh per month. Now how many are going to heat their homes wi thin the confines of the first
tier (See kWh) or second tier (2eee kWh)? The only people who benefit from this rate
structure are those who heat by a means OTHER than electric!
I appreciate your consideration of my comments and hope you might use them in future
regulation negotiations with Idaho Power.
