My husband is currently amoung the umemployed and we have been able to make ends meet but
this increase is such that we might just have to turn the heat off. Last month we turned the
thermos ate down to 6Ø (Normally left at 68) and my bill was still $lØØ more than normal for
this time of year. Something else I don l t really understand is how we turned the thermostate
down, sit in the dark and my useage went up?
Everyone should pay the same amount for what they use. People shouldn't have to choose
between heat and food and people shouldn't have to be cold and sit in the dark.
I believe Idaho will continue to have population growth, does that mean becuase they can not
meet the demand I will pay higher and higher bills to support the growing population. Not
right! Not right at all.

I am writing about a concern I have regarding the new tiered rate billing system that was
implemented in the winter of 2009.
I live in McCall Idaho and everything in my home is powered and heated by electricity.
I have done a straight across calculation of the increase this has caused to my electric
utili ty bill. Compared to the rates before the tiered rates were implemented I have have seen
a 30% increase in my electric bills in the winter. I have seen a 20%-25% increase in my
electric bills in the spring and fall months. This factor is based on a kWh to kWh comparison
before and after the tiered rate system was implemented. It is not based on a monthly
comparison of bills, I understand that weather condti tions from year to year change. For
example, my April 2008 electric bill (before the tiered rate implementation) was $197.87 for
3202 kWh hours of electricity use, my December 2009 bill (after the tiered rate system was
implemented) was $293.68 with 3376 kWh used. This is a 29% cost / kWh increase.
McCall and several other small communi ties in Idaho does not provide very many options for
economical heating in the winter and there are more than 6 months in the year that require a
significant usage of heat. Many people in McCall are stuck with electricity as a heating
option. This new rate system will really hurt people that have these similiar circumstances.
I implore you to stop this horrendous tiered rate system. This type of rate increase could
not have come at a worse time. Allowing a rate system like this that increases certain
peoples bills as much as 20%-30% is ridiculous. A straight across 5%-10% increase would be
much more reasonable for people that have these similiar circumstances.
I ask you to immediately put a stop to this tiered system and go back to a straight 5%-10%
increase.
Thank You for your attention and I look for an immediate response to this very critical
issue.
