The recently imposed tiered structure has a tremendous adverse impact on residencial
customers. As a residencial customer, I' ve found much of my usage rate is in the upper two
tiers which represents the biggest single rate hike imposed in recent memory. As a household
we' ve made an aggressive effort to conserve and have succeeded in bringing our usage down
prior to this rate hike. This rate increase wipes out our gain and frankly makes the impact
of our savings insignificant.
It is clear that the tiered system has been imposed to drive conservation. This sytem would
have merit if the lower tiers were accessible for the primary usage amount. However, the
lower tiers are set so low that the bulk of our residencial use for non-summer months has
seen a 27% rate increase.
Is this system intended to be punitive for residencial customers who are already working and
succeeding in decreasing consumption?
