We are a potato operation which utilizes a high-lift irrigation system to deliver water from the Snake River. The 5e0 ft. lift makes our power bill with Idaho Power Co. one of our largest input costs and one of our greatest concerns. I am writing in opposition to the 15% increase to the Irrigation Class proposed by Idaho Power Co. The residential and commercial growth in the Treasure Valley has been the principal driver of increased costs on Idaho Power's system. Growth in the Irrigation Class, however, has been flat for the past 25 yrs. It is my understanding that the IPC' s cost-of- service study assigns a disproportionate amount of growth costs to the Irrigation Class due to the assumption that all customer classes grow at the same rate. Wi th this unfair methodology and with each successive rate increase, customers in the Irrigation Class are falling further behind. It is true that agriculture has experienced a dramatic boost in commodi ty prices over the past two years. Energy and input costs, however, have risen at an alarming rate as well. Our fuel, fertilizer, and labor costs all hit record levels during 2008. Now, with the current trend of declining commodity prices, growers are left with lower farm receipts and lingering high costs, particularly in the fertilizer market. As the current market conditions stand today, our operation would be hard pressed to sustain a 15% increase to its power rates. It is our recommendation that the Irrigation Class receive a maximum increase of 2-3% or no increase at all. There is a recession and an absence of commercial and residential expansion. We just get a little relief from gas prices and IDAHO POWER wants that extra change rolling around in our pockets. A small increase is appropriate but not this much.
