According to the 12-2-2008 press release, Idaho Power 'seeks an 11.25 percent return on
equity' as one rationale for its proposed rate increase. My understanding of return on
equity is that it measures a firm's efficiency at generating profits from every dollar of net
assets. In other words , it measures the return to the company for the buildings, power
lines, and generating facilities it builds and manages.
It is normally considered important to show a high rate of return in order to draw investors
and secure cost-effective loans. In the current economy, I believe this is an obscene demand
for return. Investors are ecstatic if they can just break even, and literally hundreds of
billions of dollars are sitting in money market funds paying barely over 1% return.
Adjust this return to somewhere in the 1% to 3% range and recalculate. Rewarding the company
for building as expensively as it can in order to demand an 11% profit on every dollar they
spend is insulting to a public which has seen this type of corrupt greed too much in the last
8 years.

I have just read on the internet that Ida Power is asking for another Rate increase. It
appears to me that they are asking for a lot of increases in the past few years.
Due to the current ressession and the large increase in living expences maybe Idaho Power
should bite the bullet and stay as they are until the economy improves. Everyone else to
cutting back, why not them?
