It appears to me the the majority of these upgrades were due to the expanding residential and commercial activity in this valley (Treasure Valley)& state. The 6% potential rate increase for residential compared to 15% potential rate increase for Agriculture appears to be way out of wack. There may have been increased use of electricity in agriculture but I can't believe the 9% difference between these two rates is actually what has been spent in upgrades, that is, residential use compared to agriculture use. This same argument could be made with the commercial rate increase. The input costs in agriculture as well as its voli tili ty is making farming unprofitable for many. Please consider carefully the rate increases and spread the cost out evenly. That is, if 75% of the increased electrical upgrades are due to new residential communi ties, please spread out the increase of rates the same. That is if the requested increase is unavoidable.
