Washington St. Boise, ID 837e2 Dear Ms. Jewell: I write as a residential customer of Idaho Power Company and in regard to the company i s rate hike request case. My position is not centered on disputing Idaho Power i s request to increase rates based on resonable business costs. Rather I focus my protests on Idaho Power i s continued attempts to pass company expansion costs on to customers. Case and point is information contained in the company's rate hike case brochure that was sent to customers. In part, the brochure states that Idaho Power Company is forecasting · nearly 13,eee new customers annually for the next 2e years. Each of them means an investment in the infrastructure that provides them power.' Idaho Power needs to recognize the fact that business expansion is an investment in the company' s future growth and profits. The costs of such service area expansions and capacity increases should be carried by Idaho Power and its shareholders, as they will solely profit from such moves. Increasing customer rates to pay for business growth decisions that will purely increase a company i s profit margins is simply wrong! That is what I believe Idaho Power Company is, in part, attempting to do again with this latest rate hike case. I ask the Idaho Public Utilities Commission to stop any efforts to raise Idaho Power electricity rates base on service expansion and growth. Based on costs and availability of energy and water, Idaho Power should be granted a rate increase for residential customers not to exceed three (3) percent.
