idaho power is out of control!they want another rate hike?it is the last shot fired in to my
last dallor, i will be the first person to be shut off this winter, i am on ss disability and
guess what i couldnt pay last winters rates i needed to file for assistance last year,and
before it even had a chance to send out payment, they in fact were called by me the day i got
help, they still sent me a shut off notice in the month of january. we already had a rate hike
to help finance their new power plant, which i might add we finance and then have to pay top
dallor for power what a joke.you people better better step up the people of idaho are sick of
the the way our state and country are headed. big corperations like idaho power will not be
happy till they have every penny we have.just remember in the end your job is is on the
line, i have sent this also to craig and simpson i hope you do the right thing that is all i
ask. john

I beg of you not to approve the rate increase that Idaho Power is asking for of 9.9%. With
the rising cost of everything we just cant continue to see these types of increases. We just
had a big increase last month from Idaho Power and we cant take anymore. When will it end? I
can tell you what will start to happen is people will not have the ability to pay. please i
urge you to deny you this request!!!

Radio News item this morning: Idaho Power Co is asking for a rate increase due to
increasing demand and growth in the market.
Please deny this request if those are the only reasons, can i t always trust the media, yes?
They may have left out the important reasons.
If those are the reasons, why do existing rate payers have to pay for additional power
customers? Aren't the new customers going to pay their bills? Of course they are. Doesn't
that mean additional revenue? Of course it does.
Why can't Idaho Power Co made due with the increased revenue that more customers bring by
paying their bills at existing rates?
Either the radio news editors left out good, justifiable reasons for ANOTHER hike or Idaho
Power is playing on the ignorance of our typical rate payer.
If those are the only reasons Idaho Power is giving to you for the hike, please suggest they
go back to the drawing boards.
The other question relates to whether the commission is getting 'too easy i. Wi thout
competition, companies get lazy. That not only applies to government agencies but to
regulated monopolies as well.
Ratepayers trust the commission to keep the heat on, so to speak, no pun intended.
Perhaps the commission ought to suggest IPCo REDUCE its rates due to growth in the market.
You know, economies of scale. Economics 191.
How many ipeo employees regularly work some i casual i overtime to keep their jobs? Just a
thought.

I like how the rate increase has 2 blocks of power with the rate increasing for the second
block. I would recommend approving the rate increase as listed. I personally would like to
see an additional residential block at the over 1,000 kwhs/month that would increase the rate
an additional 3 cents per kwh. This would help promote more conservation and be in accord
with the state energy plan. At some point in the future when Idaho Power is able I believe
time based metering will also help promote conservation. My only other comment/question is
how the three special contract customers are able to buy power for less than the cost of
generation/transmission? Are the other rate payers subsidizing them? If so, why? Thank you!

I do not beleive Idaho Power needs a third rate increese in a year! I beleive ther is more
going on hear than meets the eye. I would like to know their profits for each quarter. They
are becoming like the oil company. Every time they ask for a rate hike you grant it. I use
less power than i did last year and i am paying more. My air conditioning is on a timer, i
use all energy efficiant bulbs, i have done it all and i pay more... people do conserve so
when they do Idaho Power doesn' t make as much money so they ask for a hike in rates and you
continually grant it. I belei ve all the financial records of Idaho Power should be made
public. . . such as their profits for each quarter before you decide on this matter. If The rate
inc reese is granted i myself intend to write the govenor and have the PUC i tsel f
investegated. This is to much in one year.

It seems every time Idacorp stock doesnt meet its projection or they can sell power for
more money in Cali fonia they come begging for more money form the people in Idaho to pay for
the shortfall I would i nt have a problem with this if the money stayed in Idaho to help with
the infrastrucure so the power would i nt cut out like it will Sunday when the temp goes over
iee but as long as Idaho power has to make money for it i s shareholers the people who pay the
bill on time to help build the hydrogenerating projects for the last fifty years have to
pay for their greed (we all are paying $4. ee. ee plus for gas) this just adds to the pain

I got up this morning to find that Idaho Power wants anonther hike. I know that Idaho Power
has investors who expect a profit, but in this time of soaring prices for everthing is it
really necessary for these people to get richer off of the people who are just getting by? I
am not necessarily speaking of myself and my husband. No I don't want to have to pay more,
but there are so many low income people who right now can't even fill their cars with gas or
buy gorceries is it really the right thing to do? Something has to give or pretty soon we
will have people who have homes that have no power or gas.

It is my understanding that Idaho Power is asking to raise their rates yet again. I think
this is like the third time in a year that they have done this. It is becoming increasingly
di fficul t to live as the powers that be keep raising prices on the essentials . Electricity
is not something we can live without- we have to have it. I don't like how much cable costs,
so I found myself a less expensive al ternati ve- or I could even go without. I think paying
$299 for a pair of designer Jeans from Macy' s is outrageous, so I find a store with more
reasonable prices to buy my jeans from. I don't like how much I am being charged for
electricity, but I can't go to the competition and I can't go without. I can conserve
electricity, but only to a point. They have their circuit breaker program- which gives us a
discount of $7.99/month in the summer months- but my bill in the summer runs about $129.
That is barely worth the cost of signing up for the program. My husband and I are preparing
for a new child the first of the year, I will be quitting my job so that I can raise our
child. We have it figured out how we can make it work, but if costs keep going up, I don' t
know what I will do.
Something has got to give somewhere. Please consider the hardships that this is putting on
the citizens of Idaho. Consider our needs this time. I did not complain about the first rate
increase because I understand that occasionally rate increases are necessary in running a
business. I grumbled about the second one. I really don i t have a problem with companies
making a profit, but this is the third rate increase in a year and to me that seems
excessive. Wages are not going up to match the cost of living- because this increase is
passed on to all our employers as well. Everyone is affected by this. It seems that nobody
in the Federal government cares about OPEC and changing gas prices daily. I hope that the
PUC can be concerned for oor needs, since that is what you can do. I know I seemed a littlefired up about this, but it seems like the price of everything is spiraling out of control
and no matter how frugal I am, I can never really accurately budget, when I don' t know what I
will be spending from one day to the next. I can't do anything about this, but you have the
power to. Please tell them no to the rate increase and encourage them to find alternate
means to get the money they claim they need.

Idaho Power should absolutely NOT be allowed to raise their rates again, for the 3rd time
this year. They are complaining about the costs of doing business and the demand for power.
TOUGH!! They are in the power delivery business. They knew months ago that there would be a
high demand for power this summer because of the weather forcasts and that their costs were
rising. SO WHAT! !! We are all feeling the high costs of fuel, food, and everything else
brought on by the oil companies and a war we all didn i t want.
Let Idaho Power i s stock holders i eat it i like everyone else. I don i t care if they never get a
dividend. If Idaho Power breaks even, great. If they lose money, so be it! Times are tough
for everyone and Idaho Power needs to wake up and start cutting costs like everyone else has.
Let their board of directors take a $250,000 per person a year pay cut. That would save a
LOT of money and their customers wouldn't have to pay for their $2Million dollar homes and
new Mercedes Benz i s every year.
Let the new developers pay for the improvements and installation costs and not the existing
customers. New developments need to be hit with a very hefty surcharge just to be set up.
If the developers knew that these fees (in the millions of dollars) would be paid directly to
Idaho Power and other utilities, they would think more than twice about trying to build new
homes when there are over 8000 homes for sale right now in the valley. We don i t need more
new subdivisions just to line the pockets of out-of-state developers. A multi-million dollar
surcharge to the utilities would put the brakes on these new developments.
Lastly, Idaho Power should NEVER, EVER be selling power out of state. Keep it in Idaho and
keep our rates down. They are producing enough power for Idaho without selling it out-of-
state.
