On June 27, 2008 , Idaho Power Company ("Idaho Power" or "Company ) filed an
Application for authority to increase the Company s general rates for electric service by an
average of 9.89%. If approved, the Company s revenues for electric base retail rates will
increase by $66.6 million annually. The net amount of the actual increase varies by class of
customer and usage.
On July 21 , 2008 and August 19, 2008 , the Commission issued a Notice
Application and an Intervention Order in Case No. IPC-08-l0. On August 20 2008, a Notice
of Parties was issued allowing the following parties to participate in this rate proceeding: Idaho
Power Company; Commission Staff; Industrial Customers of Idaho Power; Idaho Irrigation
Pumpers Association, Inc.; the Kroger Co.; Micron Technology, Inc.; Community Action
Partnership Association of Idaho; Snake River Alliance; and the United States Department of
Energy.
On September 4 2008, the Commission issued a Notice of Scheduling and Notice of
Hearing stating that the technical hearing in this matter would convene on December 16-, 2008
in the Commission Hearing Room, 472 West Washington Street, Boise, Idaho. The purpose of
the technical hearing is to allow the Company, Intervenors and Staff to introduce testimony and
exhibits regarding the Company s Application to increase its rates for electric service.
The Commission will also convene three public hearings to provide opportunities for
members of the public to testify regarding Idaho Power s Application.
NOTICE OF PUBLIC HEARINGS
YOU ARE HEREBY NOTIFIED that the Commission will hold public hearings for
the purpose of receiving public comment. The first public hearing for Idaho Power customers
will commence on MONDAY. DECEMBER 8.2008 IN POCATELLO. IDAHO AT 7:00
M. IN THE POCATELLO CITY COUNCIL CHAMBERS. 911 NORTH 7TH AVENUE.

POCATELLO. IDAHO At this meeting customers will have an opportunity to offer sworn
testimony regarding Idaho Power s Application to increase its rates for electric service.
YOU ARE FURTHER NOTIFIED that the Commission will hold a second public
hearing for Idaho Power customers on TUESDAY. DECEMBER 9. 2008 IN TWIN FALLS.
IDAHO AT 7:00 P.M. IN THE TWIN FALLS CITY COUNCIL CHAMBERS. 305 3
AVENUE EAST. TWIN FALLS. IDAHO At this meeting customers will again have an
opportunity to offer sworn testimony regarding Idaho Power s Application to increase its rates
for electric service.
YOU ARE FURTHER NOTIFIED that the Commission will hold a third public
hearing for Idaho Power customers on TUESDAY. DECEMBER 16.2008 IN BOISE. IDAHO
AT 7:00 P.M. IN THE IDAHO PUBLIC UTILITIES COMMISSION HEARING ROOM.
472 WEST WASHINGTON STREET. BOISE. IDAHO.At this meeting customers will
again have an opportunity to offer sworn testimony regarding Idaho Power s Application to
increase its rates for electric service.
YOU ARE FURTHER NOTIFIED that all hearings in this matter will be held in
facilities meeting the accessibility requirements of the Americans with Disabilities Act (ADA).
Persons needing the help of a sign language interpreter or other assistance in order to participate
in or to understand testimony and argument at a public hearing may ask the Commission to
provide a sign language interpreter or other assistance at the hearing. The request for assistance
must be received at least five (5) working days before the hearing by contacting the Commission

YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission s jurisdiction under Title 61 of the Idaho Code and specifically
Idaho Code gg 61-302, 61-307, 61-502, 61-503, 61-507, 61-622, and 61-623. The Commission
may enter any final Order consistent with its authority under Title 61.
YOU ARE FURTHER NOTIFIED that all hearings will be conducted pursuant to the
Commission s Rules of Procedure, IDAPA 31.01.01.
ORDER
IT IS HEREBY ORDERED that public hearings in Case No. IPC-08-10 shall be
held at the times, locations and in the manner described in the body of this Order.
