Please describe your question or comment briefly:
The new 2.5% rider for DSM and conservation programs proposed by Idaho Power needs to be
added as a percent of power use charges, not as a base fee. A base fee, by its very nature
discourages conservation. It is impossible to conserve your way out of a base fee. Also, the
base fee does not add to the cost of electricity use, and therefore does not encourage
reduced use through a higher price. Please make the DSM/ conservation rider an adder to the
price of electricity, not a base fee.
