fie. The press release was issued on April 1, 2008, and advertisement will appear in the
Idaho Business Review on April 9, 2008. The letter to contractors was mailed to
approximately 220 contractors identified by the Idaho Building Contractors Association as
being active within the Idaho Power Service territory.

Dear Contractor:
Idaho Power filed a request March 10 with the Idaho Public Utilties Commission asking for
authorization to increase fees related to line extensions under what is called "Rule H." The
changes more closely reflect the true cost of service today rather than those of 11 years ago
when these fees were first established.
They also reflect changes in the line installation needs of your customers. For example, in 1997,
the last time this rule was adjusted, no differentiation was made between wire sizes. But today,
Idaho Power commonly uses three sizes of service wire to provide electrical connections under
the current tariff. In this proposal, our Company is asking the Commission to recognize that three
underground cable sizes now are utilzed - 1/0, 4/0, and 350 - and to allow us to collect fees that
reflect the more expensive larger cables. .
The proposed change also seeks to change the price per foot for the distance of the new
installation. The original method based the costs associated with installng overhead and
underground service upon a single wire size. While standard overhead service is provided at no
charge by Idaho Power, underground installation costs must be paid by customers who request it~
In 1997. the base charges for taking service for existing underground facilties were $30 and $255
if a two-inch riser was required to take service from overhead lines. Using the same calculations
as those approved in 1997, the Company is asking to increase these charges to $40 and $395
respectively. If approved, the new price structure also allows for a three-inch riser to address
larger-sized services not envisioned when the tariff was created.
The following table demonstrates the current base and distance charges for new underground
service attachments and those proposed by Idaho Power for residential and small commercial
customers:

Idaho Power has requested these changes become effective on May 1, 2008. However. Idaho
Power's request is a proposal open to public review and comment and is subject to IPUC
approvaL. The IPUC may determine an effective date different from that requested by Idaho
Power. If the proposal is approved, service attachments for which a permanent electrical
inspection permit has been received or postmarked prior to the effective date of the IPUC
approval wil be charged the current rates. Service attachments for which permanent electrical
inspection permits are received or postmarked on or after the effective date of the IPUC approval
wil be charged the new rates. It is the builder's (or electrician's) responsibilty to ensure Idaho
Power receives the permanent electrical inspection permit.
