I would like to commend Idaho Power for installing more simple cycle natural gas turbines
and encourage it to install more. I think the rate increase should be rate based. Simple
cycle natural gas fueled turbines are extremely flexible and match up well with wind
resources. The more of these the better. I would encourage Idaho Power to look at GE LMsi99
turbines in the future - 48% efficiency at 199% load and 49% efficiency at 59% load. These
are far better in matching up with wind than any base-load resource. At 48% efficiency, the
LMS 1ge is not a bad substitute for combined cycle, even for heavy use. It has the huge
advantage in terms of making use of Idaho' s indigenous renewable energy resources, of being
flexible. Any utility that seeks non-flexible base-load resources does not care a whit about
making use of Idaho's own renewable energy resources.
