Please find enclosed for fiing an original and nine (9) copies of the Company's
Application requesting inclusion of the Danskin CT1 (Evander Andrews) Power Plant into
rate base, effective June 1,2008.
Enclosed are nine (9) copies of the testimony and exhibits of Mike Youngblood in
support of the Application, with one copy of each designated as the "Reporter's Copy." A
compact disk containing the direct testimony and exhibits of the above-named Idaho Power
Company witness is also enclosed.
Also enclosed are the original and three (3) copies of the tariff schedules for the
Application in Case No. IPC-E-08-01 that the Company proposes become effective on
June 1, 2008. For the convenience of the Commission, I have also enclosed a copy of the
proposed tariff schedules in legislative format.
Three (3) copies of the Company's press release are also enclosed.

Idaho Power Company ("Idaho Powet' or the "Company" or the "Applicant')
hereby respectfully makes Application to the Idaho Public Utilities Commission ("I PUC"
or the "Commission") for an Order approving revised schedules of rates and charges for
electric service in the State of Idaho, to become effective June 1, 2008, for service to
customers provided on and after that date.
The proposed increase in rates and charges is the result of the inclusion of the
Danskin Combustion Turbine No. 1 ("Danskin CT1") 1 Project at the Evander Andrews

Power Complex into the Company's rate base/revenue requirement. The Company
was granted a Certificate of Public Convenience and Necessity to build the Danskin
CT1 Project by Order No. 30201 issued on December 15, 2006, in Case No. IPC-E-06-
09. Order No. 30201 states,
in the ordinary course of events Idaho Power may recover the base
price of the plant in the amount of $49,999,000. See Order No.
29422. Additional capital costs up to the Commitment Estimate of
$60 millon and necessary transmission costs will be subject to
further review in a subsequent case once the plant is constructed
and the transmission system upgraded.

In support of this Application, Idaho Power represents as follows:
i.
Idaho Power is an Idaho corporation whose principal place of business is 1221
West Idaho Street, Boise, Idaho. Idaho Power is engaged in the business of
generating, purchasing, transmitting, and distributing electrical energy and provides
retail electric service in the State of Idaho, and the State of Oregon. In conducting its
business, Idaho Power operates an interconnected and integrated system. In addition
to supplying electric service to the public, Idaho Power supplies electricity at retail to
certain special contract customers and makes wholesale sales of electricity to other
electric utilities. Idaho Power is subject to the jurisdiction of this Commission, the Public
Utility Commission of Oregon, and the Federal Energy Regulatory Commission.
II.
The investment in the Danskin CT1 Project for purposes of determining the
Company's additional revenue requirement is $64,981,978. Using the Company's
located at the Evander Andrews Power Complex, which also contains two older, 45 MW, gas-fired
combustion turbines, CT NO.2 and NO.3.

overall rate-of-return of 8.10 percent, as authorized by the Commission in Order No.
30508, and including depreciation and the applicable tax rates, an additional revenue
requirement of $9,010,952 is specified for the Idaho jurisdiction.
The Company proposes a uniform percentage increase of 1 .39 percent to all
existing customer classes and a uniform percentage increase of 1.39 percent to all
existing special contract customers, effective June 1, 2008, for service provided on and
after that date.

Attachment NO.1 to this Application is a copy of Applicant's IPUC No. 27,
Tariff No. 101, containing the tariff sheets that specify the rates under which retail
electric service is provided to Applicant's customers in the State of Idaho.
IV.
Attachment No. 2 to this Application is a copy of Applicant's proposed new
IPUC No. 27, Tariff No. 101, which contains the tariff sheets specifying the proposed
rates for providing retail electric service to Applicant's customers in the State of Idaho
following inclusion of the Danskin CT1 generator project in revenue requirement.
V.
Attachment No. 3 to this Application shows each proposed change in rates
and charges by striking over proposed deletions to existing tariff sheets and highlighting
or underlining proposed additions or amendments to the proposed tariff sheets.
Vi.
Attachment No. 4 to this Application shows a comparison of revenues from the
various tariff customers and special contract customers under Applicant's existing rates

and charges with the corresponding proposed new revenue levels resulting from the
proposed rates based upon normalized energy sales reflected in Commission Order No.
30508 issued in Case No. IPC-E-07-08 on February 28,2008.
VII.
Idaho Power has special contracts with J.R. Simplot Company for its facility
near Pocatello, Idaho; with the United States Department of Energy for its facility
located in Eastern Idaho at what is know as the Idaho National Laboratory or I.N.L.; and
with Micron Technology, Inc., for its facility located in Boise, Idaho. These contracts
provide that Commission ratemaking standards are applicable to these contracts.
Accordingly, the Company's Attachment No 2. reflects an increase of 1.39 percent to
the charges for service provided under these contracts.
VIII.
This Application, together with Attachment Nos. 1, 2, 3, and 4, is fied with the
Commission to be kept open for public inspection as required by law, and the same fully
states the changes to be made in the rate schedules and contract rates now in force.
The new electric rate schedules and contract rates contained in Attachment No. 2 are
requested to become effected June 1, 2008, for services provided on and after that
date, unless otherwise ordered by this Commission, and; when effective, will supersede
and cancel the present electric rate schedules and contract rates now in existence.
IX.
Since the issuance of the Certificate of Public Convenience and Necessity to
construct the Danskin CT1 Project by Order No. 30201 issued on December 15, 2006,
in Case No. IPC-E-06-09, the Company has added investment in the plant. Idaho Code

§ 61-502A provides that plant cannot be included in rate base until it is used to provide
utility service. As a result, none of this investment was included in determining the
revenue requirement of the Company in Order No. 30508 in Case No. IPC-E-07-08.
Now that the investment in the Danskin CT1 Project is being used to provide electric
service, it is just and reasonable to include the costs in the Company's rate base and
revenue requirement.
X.
Simultaneously with the filng of this Application, Applicant has filed its direct
case consisting of the testimony and exhibits of Michael J. Youngblood, which more
fully describes the request of the Company.
Xl.
It is in the public interest that this Commission allow Idaho Power to increase
its revenues by approving the rates set out in Attachment 2 and that said rates be
allowed to go into effect as filed for electric service rendered on and after June 1, 2008,
and that the effective date of said rates not be suspended.
XiI.
This Application has been and will be brought to the attention of Applicant's
affected customers by means of news releases to new media in the area served by
Applicant, by bil stuffers, and in some instances by means of personal contact with
some customers. In addition, a copy of Idaho Power's Application, testimony, and
exhibits wil be kept opèn for public inspection at Applicant's offices in the State of
Idaho. The above procedures are deemed by Applicant to satisfy the Rules of Practice
and Procedure of this Commission, but Applicant wil, in the alternative, bring the

Application to the attention of its affected customers through any other means directed
by this Commission.
XIII.
Applicant believes that a hearing is not necessary to consider the issues
presented herein, and that this Application may be processed under Modified
Procedure, i.e., by written submissions rather than by hearing. RP 201; IDAPA
31.01.01.201. If, however, the Commission determines that a hearing is required, Idaho
Power stands ready for immediate hearing based on the direct testimony of Mr.
Youngblood fied herewith.

RESIDENTIAL SPACE HEATING
All space heating equipment to be served by the Company's system shall be single-phase
equipment approved by Underwriters' Laboratories, Inc., and the equipment and its installation shall
conform to all National, State and Municipal Codes and to the following:
Individual resistance-type units for space heating larger than 1,650 watts shall be designed to
operate at 240 or 208 volts, and no single unit shall be larger than 6 kW. Heating units of 2 kW or
larger shall be controlled by approved thermostatic devices. When a group of heating units, with a total
capacity of more than 6 kW, is to be actuated by a single thermostat, the controllng switch shall be so
designed that not more than 6 kW can be switched on or off at anyone time. Supplemental resistance-
type heaters, that may be used with a heat exchanger, shall comply with the specifications listed above
for such units.
SUMMER AND NON-SUM MER SEASONS
The summer season begins on June 1 of each year and ends on August 31 of each year. The
non-summer season begins on September 1 of each year and ends on May 31 of each year.

Where facilties of the Company are not presently available for a lamp installation which wil

AVAILABILITY
Service under this schedule is available throughout the Company's service area within the state
of Idaho to Customers who were receiving Customer-owned Non-Metered Service under Schedule 41
prior to June 1, 2004. Eligible Customers may continue to receive supplemental energy service under
this schedule unti there is no potential for seasonal or variations in usage from the street lighting
service, or street lighting service is converted to Metered Service under Schedule 41, or May 31, 2011,
whichever is sooner. T his schedule wil expire on May 31, 2011.
APPLICABI L1TY
Service under this schedule is applicable to seasonal or variable energy service utilzed by
municipalities or agencies of federal, state, or county governments through wired outlets or useable
plug-ins on a Customer-owned street lighting fixture. Service under this schedule is apart from and
supplemental to the street lighting service received under Schedule 41.
SERVICE CONDITIONS
Each Customer who takes supplemental service under this schedule must have the Company
ascertain the estimated annual num ber of kWh used as seasonal or variable usage.
MONTHLY CHARGE
The estimated annual kWh of energy usage is divided by 12 to determine the estimated monthly
kWh of energy usage. The Monthly Charge shall be computed at the following rates:

ACCELERATED REPLACEMENT OF EXISTING FIXTURES
In the event a Customer requests the Company perform an accelerated replacement of existing
fixtures with the cut-off fixture, the following charges wil apply:
1. The actual labor, time, and mileage costs incurred by the Company for the removal of
the existing street lighting fixtures.
2. $65.00 per fixture removed from service.
The total charges identified in 1 and 2 above must be paid prior to the beginning of the fixture
replacement and are non-refundable. The accelerated replacement wil be performed by the Company

"B" - CUSTOMER-OWNED SYSTEM
The Customer's lighting system, including posts or standards, fixtures, initial installation of
lamps and underground cables with suitable terminals for connection to the Company's distribution
system, is installed and owned by the Customer.
Customer-owned systems installed on or after June 1, 2004 which are constructed, operated, or
modified in such a way as to allow for the potential or actual variation in energy usage, such as through,
but not limited to, the use of wired outlets or useable plug-ins, are required to be metered in order to
record actual energy usage. Customer-owned systems installed prior to June 1, 2004 that are
constructed, operated, or modified in such a way as to allow for the potential or actual variation in
energy usage may have the estimated annual variations in energy usage served under Schedule 39
unti its expiration on May 31, 2011, or until the street lighting system is converted to Metered Service,
or until the potential for variations in energy usage has been eliminated, whichever is sooner. Effective
June 1, 2011 all Customer-owned street lighting systems that have the potential for variations in energy
usage must be metered.
ENERGY AND MAINTENANCE SERVICE
Energy and Maintenance Service includes operation of the system, energy, lamp renewals,
cleaning of glassware, and replacement of defective photocells which are standard to the Company-
owned street light units. Service does not include the labor or material cost of replacing cables,
standards, broken glassware or fixtures, painting, or refinishing of metal poles. Individual lamps wil be
replaced on burnout as soon as reasonably possible after notification by the Customer and subject to
the Company's operating schedules and requirements.
ENERGY-ONLY SERVICE
Energy-Only Service is available only to a metered lighting system. Service includes energy
supplied from the Company's overhead or underground circuits and does not include any maintenance
to the Customer's facilities.
A street lighting system receiving service under the Energy-Only Service offering is not eligible
to transfer to any street lighting service option under this schedule that includes maintenance provisions

APPLICABILITY
Service under this schedule is applicable to Electric Service required for the operation of traffic
control signal lights within the State of Idaho. Traffc control signal lamps are mounted on posts or
standards by means of brackets, mast arms, or cable.
CHARACTER OF SERVICE
The traffic control signal fixtures, including posts or standards, brackets, mast arm, cable,
lamps, control mechanisms, fixtures, service cable, and conduit to the point of, and with suitable
terminals for, connection to the Company's underground or overhead distribution system, are installed,
owned, maintained and operated by the Customer. Service is limited to the supply of energy only for
the operation of traffic control signal lights.
The installation of a meter to record actual energy consumption is required for all new traffic
control signal lighting systems installed on or after June 1, 2004. For traffic control signal lighting
systems installed prior to June 1, 2004 a meter may be installed to record actual usage upon the
mutual consent of the Customer and the Com pany.

The monthly kWh of energy usage shall be either the amount estimated by the Company based
on the number and size of lamps burning simultaneously in each signal and the average number of
hours per day the signal is operated, or the actual meter reading as applicable.

RESIDENTIAL SPACE HEATING
All space heating equipment to be served by the Company's system shall be single-phase
equipment approved by Underwriters' Laboratories, Inc., and the equipment and its installation shall
conform to all National, State and Municipal Codes and to the following:
Individual resistance-type units for space heating larger than 1,650 watts shall be designed to
operate at 240 or 208 volts, and no single unit shall be larger than 6 kW. Heating units of 2 kW or
larger shall be controlled by approved thermostatic devices. When a group of heating units, with a total
capacity of more than 6 kW, is to be actuated by a single thermostat, the controllng switch shall be so
designed that not more than 6 kW can be switched on or off at anyone time. Supplemental resistance-
type heaters, that may be used with a heat exchanger, shall comply with the specifications listed above
for such units.
SUMMER AND NQN-SUM MER SEASONS
The summer season begins on June 1 of each year and ends on August 31 of each year. The
non-summer season begins on September 1 of each year and ends on May 31 of each year.

AVAILABILITY
Service under this schedule is available throughout the Company's service area within the state
of Idaho to Customers who were receiving Customer-owned Non-Metered Service under Schedule 41
prior to June 1, 2004. Eligible Customers may continue to receive supplemental energy service under
this schedule until there is no potential for seasonal or variations in usage from the street lighting
service, or street lighting service is converted to Metered Service under Schedule 41, or May 31, 2011,
whichever is sooner. This schedule wil expire on May 31,2011.
APPLICABILITY
Service under this schedule is applicable to seasonal or variable energy service utilzed by
municipalities or agencies of federal, state, or county governments through wired outlets or useable
plug-ins on a Customer-owned street lighting fixture. Service under this schedule is apart from and
supplemental to the street lighting service received under Schedule 41.
SERVICE CONDITIONS
Each Customer who takes supplemental service under this schedule must have the Company
ascertain the estimated annual num ber of kWh used as seasonal or variable usage.
MONTHLY CHARGE
The estimated annual kWh of energy usage is divided by 12 to determine the estimated monthly
kWh of energy usage. The Monthly Charge shall be computed at the following rates:

ACCELERATED REPLACEMENT OF EXISTING FIXTURES
In the event a Customer requests the Company perform an accelerated replacement of existing
fixtures with the cut-off fixture, the following charges wil apply:
1. The actual labor, time, and mileage costs incurred by the Company for the removal of
the existing street lighting fixtures.
2. $65.00 per fixture removed from service.
The total charges identified in 1 and 2 above must be paid prior to the beginning of the fixture
replacement and are non-refundable. The accelerated replacement wil be performed by the Company
during the regularly scheduled working hours of the Company and on the Com pany's schedule.

"B" - CUSTOMER-OWNED SYSTEM
The Customer's lighting system, including posts or standards, fixtures, initial installation of
lamps and underground cables with suitable terminals for connection to the Company's distribution
system, is installed and owned by the Customer.
Customer-owned systems installed on or after June 1, 2004 which are constructed, operated, or
modified in such a way as to allow for the potential or actual variation in energy usage, such as through,
but not limited to, the use of wired outlets or useable plug-ins, are required to be metered in order to
record actual energy usage. Customer-owned systems installed prior to June 1, 2004 that are
constructed, operated, or modified in such a way as to allow for the potential or actual variation in
energy usage may have the estimated annual variations in energy usage served under Schedule 39
until its expiration on May 31, 2011, or until the street lighting system is converted to Metered Service,
or until the potential for variations in energy usage has been eliminated, whichever is sooner. Effective
June 1, 2011 all Customer-owned street lighting systems that have the potential for variations in energy
usage must be metered.
ENERGY AND MAINTENANCE SERVICE
Energy and Maintenance Service includes operation of the system, energy, lamp renewals,
cleaning of glassware, and replacement of defective photocells which are standard to the Company-
owned street light units. Service does not include the labor or material cost of replacing cables,
standards, broken glassware or fixtures, painting, or refinishing of metal poles. Individual lamps wil be
replaced on burnout as soon as reasonably possible after notification by the Customer and subject to
the Company's operating schedules and requirements.
ENERGY-ONLY SERVICE
Energy-Only Service is available only to a metered lighting system. Service includes energy
supplied from the Company's overhead or underground circuits and does not include any maintenance
to the Customer's facilities.
A street lighting system receiving service under the Energy-Only Service offering is not eligible
to transfer to any street lighting service option un der this schedule that includes maintenance provisions
to the Customer's facilties.

TRAFFIC CONTROL SIGNAL
LIGHTING SERVICE
APPLICABILITY
Service under this schedule is applicable to Electric Service required for the operation of traffic
control signal lights within the State of Idaho. Traffic control signal lamps are mounted on posts or
standards by means of brackets, mast arms, or cable.
CHARACTER OF SERVICE
The traffc control signal fixtures, including posts or standards, brackets, mast arm, cable,
lamps, control mechanisms, fixtures, service cable, and conduit to the point of, and with suitable
terminals for, connection to the Company's underground or overhead distribution system, are installed,
owned, maintained and operated by the Customer. Service is limited to the supply of energy only for
the operation of traffc control signal lights.
The installation of a meter to record actual energy consumption is required for all new traffc
control signal lighting systems installed on or after June 1, 2004. For traffic control signal lighting
systems installed prior to June 1, 2004 a meter may be installed to record actual usage upon the
mutual consent of the Customer and the Company.
MONTHLY CHARGES
The monthly kWh of energy usage shall be either the amount estimated by the Company based
on the number and size of lamps burning simultaneously in each signal and the average number of
hours per day the signal is operated, or the actual meter reading as applicable.

AVAILABILITY
This schedule is available for firm retail service of electric power and energy delivered for the

determine the Biling Demand by multiplying the measured kWof Demand by 0.95 and dividing by the
actual Power Factor.

RESIDENTIAL SPACE HEATING
All space heating equipment to be served by the Company's system shall be single-phase
equipment approved by Underwriters' Laboratories, Inc., and the equipment and its installation shall
conform to all National, State and Municipal Codes and to the following:
Individual resistance-type units for space heating larger than 1,650 watts shall be designed to
operate at 240 or 208 volts, and no single unit shall be larger than 6 kW. Heating units of 2 kW or
larger shall be controlled by approved thermostatic devices. When a group of heating units, with a total
capacity of more than 6 kW, is to be actuated by a single thermostat, the controllng switch shall be so
designed that not more than 6 kW can be switched on or off at anyone time. Supplemental resistance-
type heaters, that may be used with a heat exchanger, shall comply with the specifications listed above
for such units.
SUMMER AND NON-SUM MER SEASONS
The summer season begins on June 1 of each year and ends on August 31 of each year. The
non-summer season begins on September 1 of each year and ends on May 31 of each year.

STREET LIGHTING SERVICE

OR VARIABLE ENERGY
AVAILABILITY
Service under this schedule is available throughout the Company's service area within the state
of Idaho to Customers who were receiving Customer-owned Non-Metered Service under Schedule 41
prior to June 1, 2004. Eligible Customers may continue to receive supplemental energy service under
this schedule until there is no potential for seasonal or variations in usage from the street lighting
service, or street lighting service is converted to Metered Service under Schedule 41, or May 31, 2011,
whichever is sooner. This schedule wil expire on May 31, 2011.
APPLICABILITY
Service under this schedule is applicable to seasonal or variable energy service utilzed by
municipalities or agencies of federal, state, or county governments through wired outlets or useable
plug-ins on a Customer-owned street lighting fixture. Service under this schedule is apart from and
supplemental to the street lighting service received under Schedule 41.
SERVICE CONDITIONS
Each Customer who takes supplemental service under this schedule must have the Company
ascertain the estimated annual num ber of kWh used as seasonal or variable usage.
MONTHLY CHARGE
The estimated annual kWh of energy usage is divided by 12 to determine the estimated monthly
kWh of energy usage. The Monthly Charge shall be computed at the following rates:

ACCELERATED REPLACEMENT OF EXISTING FIXTURES
In the event a Customer requests the Company perform an accelerated replacement of existing
fixtures with the cut-off fixture, the following charges wil apply:
1. The actual labor, time, and mileage costs incurred by the Company for the removal of
the existing street lighting fixtures.
2. $65.00 per fixture removed from service.
The total charges identified in 1 and 2 above must be paid prior to the beginning of the fixture
replacement and are non-refundable. The accelerated replacement will be performed by the Company
during the regularly scheduled working hours of the Company and on the Com pany's schedule.

"B" - CUSTOMER-OWNED SYSTEM
The Customer's lighting system, including posts or standards, fixtures, initial installation of
lamps and underground cables with suitable terminals for connection to the Company's distribution
system, is installed and owned by the Customer.
Customer-owned systems installed on or after June 1, 2004 which are constructed, operated, or
modified in such a way as to allow for the potential or actual variation in energy usage, such as through,
but not limited to, the use of wired outlets or useable plug-ins, are required to be metered in order to
record actual energy usage. Customer-owned systems installed prior to June 1, 2004 that are
constructed, operated, or modified in such a way as to allow for the potential or actual variation in
energy usage may have the estimated annual variations in energy usage served under Schedule 39
until its expiration on May 31, 2011, or until the street lighting system is converted to Metered Service,
or until the potential for variations in energy usage has been eliminated, whichever is sooner. Effective
June 1, 2011 all Customer-owned street lighting systems that have the potential for variations in energy
usage must be metered.
ENERGY AND MAINTENANCE SERVICE
Energy and Maintenance Service includes operation of the system, energy, lamp renewals,
cleaning of glassware, and replacement of defective photocells which are standard to the Company-
owned street light units. Service does not include the labor or material cost of replacing cables,
standards, broken glassware or fixtures, painting, or refinishing of metal poles. Individual lamps will be
replaced on burnout as soon as reasonably possible after notification by the Customer and subject to
the Company's operating schedules and requirements.
ENERGY-ONLY SERVICE
Energy-Only Service is available only to a metered lighting system. Service includes energy
supplied from the Company's overhead or underground circuits and does not include any maintenance
to the Customer's facilties.
A street lighting system receiving service under the Energy-Only Service offering is not eligible

TRAFFIC CONTROL SIGNAL
LIGHTING SERVICE
APPLICABI L1TY
Service under this schedule is applicable to Electric Service required for the operation of traffic
control signal lights within the State of Idaho. Traffc control signal lamps are mounted on posts or
standards by means of brackets, mast arms, or cable.
CHARACTER OF SERVICE
The traffc control signal fixtures, including posts or standards, brackets, mast arm, cable,
lamps, control mechanisms, fixtures, service cable, and conduit to the point of, and with suitable
terminals for, connection to the Company's underground or overhead distribution system, are installed,
owned, maintained and operated by the Customer. Service is limited to the supply of energy only for
the operation of traffc control signal lights.
The installation of a meter to record actual energy consumption is required for all new traffic
control signal lighting systems installed on or after June 1, 2004. For traffic control signal lighting
systems installed prior to June 1, 2004 a meter may be installed to record actual usage upon the
mutual consent of the Custom er and the Com pany .
MONTHLY CHARGES
The monthly kWh of energy usage shall be either the amount estimated by the Company based
on the number and size of lamps burning simultaneously in each signal and the average number of
hours per day the signal is operated, or the actual meter reading as applicable.

AVAILABILITY
This schedule is available for firm retail service of electric power and energy delivered for the
operations of the Department of Energy's facilities located at the Idaho National Engineering Laboratory
site, as provided in the Contract for Electric Service between the parties.
MONTHLY CHARGE
