On March 14, 2007, the "IPUC approved a yearly rate adjustment designed to remove
financial disincentives for Idaho Power Company to implement energy efficiency programs. H
This decoupling of energy sales and efficiency programs by Idaho was designed to help
Idaho Power to significantly increase the size and availability of its energy efficiency
programs. The Idaho Legislative Council Interim Committee on Energy, Environment, and
Technology notes in the 2007 Idaho Energy Plan that Idaho Power's conservation and energy
efficiency investments are significantly behind its Power Council target. Moreover,
Idaho's utilities are planning to acquire less conservation than many utilities in the
West. A graph shows Idaho Power at 4.5% conservation investment to total electricity
demand, while Puget Sound Energy is at 11.6% and San Diego Gas and Electric at 11.3%.
What does this have to do with the 2007 S02 sales of $10.1 million? I respectfully
request that the Idaho PUC consider investing these funds in smart grid/demand
response/smart metering rather than the options proposed. Demand response can be the
answer to the intermittency of renewable resource power generation, allowing a larger
integration of this type of energy.
At the January 15th workshop, it was mentioned that power cost adjustments are forecasted
to run $33 million in the next year and possibly for many years to come. Idaho is at an
energy vulnerable point. Idaho Power customers will be subj ected 'to market supply and
demand pricing because Idaho has not built enough of our own power generation plants.
None of the alternatives presented at the workshop actually builds more power production
capacity. $10 million is a drop in the bucket for what a 100 megawatt windfarm will cost
to build. Idaho Power could purchase the wind project development rights and do nothing
with them for the next 25 or 100 years. It is also ironic that small PURPA wind farms
have been stymied by Idaho Power since 2004, and now Idaho Power is requesting that the
public give them money to build their own wind farm that would be in còmpetition with the
small wind farmers.
Idaho currently imports 80% of its energy, including fuels. We have to start taking
measures now to reduce this vulnerability. The smart grid/demand response/smart metering
will reduce load at peak times, reducing the need for peaker plant construction, and
allowing for renewables integration. It would be a much wiser investment than the
proposed alternatives.

I would like to voice my opinion on how the proceeds from the sale of the S02 allowances
should be used. I think an excellent use of the revenue should be to educate the public
about energy efficiency and renewable energies. This information empowers the public to
take a more active role in reducing energy usage in the state.

I would think it wise to split the investment between wind acquisition, residentialsolar,
