Regarding the options listed in the Wednesday Statesman , it would seem that some version
of option 2 or 3 would be the best for all. We are going to be needing some sort of
renewable energy in the not too distant future. We need to start getting power from local
producers of wind or solar power. If it is too difficult to control many individual
producers, then Idaho Power needs to very soon get into the business of producing
renewable power themselves instead of relying on out of state electricity generated by
fossil fuel.

Please spend this money on energy efficiency programs and energy efficiency education for
homeowners, government agencies, and businesses. This will give longterm payback, as we
all share existing power sources. In other states, such programs have saved ratepayer
dollars and allowed existing power infrastructure to keep up with the demands.

emission allowances might best benefit customers: 85% goes to customers; 7% goes toshareholders (with recession I as a possibility, both customers and shareholders can use
the extra revenue) and the remaining 8% to go to buying I green tags I from owners of small
wind proj ects (promoting & paying for alternate energy sources)

I suggest that Idaho Power spend the $10.1 M from the sale of sulfur dioxide emission
allowances in the following ways.
1. 45% purchase of small wind generation
2. 45% investment in to energy efficiency research and education
3. 10% invest or reserve for Idaho Power Headquarters energy efficiency upgrades.
(Lighting, HVAC)
Investment in renewable energy sources without investment in load reductions is not a
sustainable solution.
