EMISSION ALLOWANCES IN CY 2007

The Idao Energy Education Project (JEEP) lauds Idao Power for its wilingness to
th outside the box and for recogng tht investin the monies from the sale of the
S02 credits would reap longer term economic benefits for its customers than merely a
one tine rate reduction.
IEEP believes one of the best investments of a porton of that money is in energy
çonseration and effciency education and net metered renewable projects. "Give a ma
a fish and you feed him for one day, teach hi to fish and you feed hi for a lifetime."
Learg how to use energy wisely and having the mean to use it more effciently or
producing some of for one's self is a benefi to ratepayers, the environment and to Idao
Power by reducing production and trmission requirements and is in sync with Ida's
Energy Plan..
IEEP ha proposed from the st that some of the S02 monies goes to energy education.
At the workshop held in this matter, IEEP propose that $500,000 ofthose monies goes
to energy education, with half for in class intrction on energy conservation and
effciency and the other halfbe available as grants to schools for student involved energy
effciency and renewable educational projects. Tha proposal should be tied to the PUC
approvi Idao Power's thid option of investin the S02 money in an Idao Power
wid project.
If the PUC opts for option one or two, then the energy education monies should be
expanded beyond the originl $500,000 for energy education in the schools and should
include $500,000 for energy effciency/renewable/educational project grts for
residential, small business and agricultural ratepayers. The additiona grnts would be
75-25% cost shaing, the grant 75%, the applicant 25%, except for low income which
would be 100% grt. The applicant would agee to trck energy savings and be open to
some forn of ongoin publicity about the project and the energy aneconomi savigs.
