One option taken from your notice: "In 2006, about $69 millon in S02 sales proceeds
was used to offset the company's power purchase costs, with 90 percent of the proceeds
going to customers and 10 percent to company shareholders."
A Conservation Alternative
It seems none of the four options presented would be as good as using the S02 sales
proceeds to fud incentives to be given to qualifying members of the public who would
use that money to actually reduce their energy consumption. Reducing consumption is
more sensible, in the end, than allowing (even helping?) Idaho Power to purchase power
when demand exceeds it's own generating capacity.
Among the Benefits of a Conservation Alternative are:
· By eliminating waste, Conservation frees up current production to meet sensible,
more productive needs.
· Ratepayers save money each year for many years through their reduced energy
needs. These long term savings greatly exceed what might be derived from a
single distribution similar to that in the year 2006 .

· Reducing the need to produce more power anywhere reduces CO2, S02 and other
greenhouse gases. That reduction occurs year after year, benefiting alL.
· Reducing consumption is faster and far less costly than bringing a new power
plant on line. Until all Conservation measures have been implemented, no NEW
plans to purchase or increase production with traditional schemes make sense.
Unlike many other utilities and other states, neither Idaho Power nor the State of Idaho
have seriously pursued obvious opportunities for Conservation. In the mid 1990' s Idaho
Power chose to drop it's then stated objective to pursue a long list of energy conserving
opportunities it had identified within it's agricultural, commercial and residential
ratepayers, moving instead to supporting developmental research and production of
efficient appliances. As a result (which is not entirely the fault of Idaho Power since the
State of Idaho has also failed to provide incentives) Idaho now lags behind other states in
implementing energy Conservation, especially within the residential sector.
Therefore, it now seems urgent and wise to use the S02 proceeds to initiate
rebates/incentives for Energy Conserving Alternatives. Among those could be the
following:
· Retrofitting homes (attic and wall insulation, weather stripping, efficient windows
and doors, and so forth)
· Purchasing and installing solar domestic hot water systems, heat pumps, efficient
furnaces and appliances such as washers, dryers, refrigerators, freezers, air
conditioning.
· Purchasing hybrid or other vehicles which have met standards approved as
especially fuel efficient.
· Approved strategies and equipment deployed in the agricultural and industrial
sectors which clearly and substantially reduce energy consumption. (For example,
Installation of efficient irrigation pumps for the agricultural ratepayers was once
identified by Idaho Power as an important Conservation opportunity).
Both the State of Idaho and its various public and private utilities should strongly
encourage and provide financial rebates to offset the costs for making such energy
conserving improvements, benefitting all. Money wisely spent now for energy
Conservation enables savings reaching far into the future, a wonderful return on our
investment.

The Idaho Rural Council supports funding and implementing the half million dollar
energy education proposal by Mr. Chisholm along with an Idaho Power investment in a
wind project- 'Option Three'.
Young people, many of whom take reliable and affordable energy for granted, will
benefit for a lifetime if they learn early about energy conservation/ efficiency. The
education proposal will also expose them to the exciting renewable energy technologies
coming to Idaho and give some seeking a career in the field a 'leg-up' when the time
comes.

I would like to urge the commission to consider directing funds from sulfur dioxide
emission sales toward programs that are specifically aimed at incenti vising renewable
energy creation and usage. In particular, please consider a state-wide incentive for home
solar programs.
Given its natural resources, Idaho has a unique opportunity to be one of the nation's
leaders in environmental protection. Such an incentive program would go a long way toward
achei ving that goal.

The So2 emmission allowances should be reinvested in promoting clean sustainable energy
such as wind, solar and geo thermal. It is rediculous that Idaho is so far behind in it's
clean energy development. We have access to the best combination of wind, solar, and
geothermal and could be leaders in the pursuance of the this energy. I can not understand
the lack of vision in the so called 'leadership'. The refusal to have vision and
leadership does not translate into business savvy.

Please consider using the funds to create a rebate program for those willing to be co-
generators. It benefits all and is reliable on those summer days when Idaho Power is
dealing with potential rolling black outs. Idaho Power has the opotuni ty to step up and
make a difference. They will continue to make heaps of money even though a few are using
less and making some of their own electricty.

Hi, for the S02 credits please put them toward energy conservation to give us the most
bang for the buck. use part of them to invest in solar thermal and photvoltaic in
southwest area of state. set up economic incentives as they do in Germany to pay for this
needed investment.
