Comments to address the four al ternati ve uses of the S02 proceeds and other possible uses
of the proceeds:
The first alternative is does not conform to the 2007 Energy Plan and therefore I do not
support this al ternati ve. It does not encourage conservation or renewable generation.The second al ternati ve does encourage renewable generation as stated in the 2007 Energy
Plan. I would support this if the "green tags" were from Idaho only sources of generation.
The third alternative looks like it would be using "capital contributed by customers" to
build Idaho Power's own renewable generation. The 2007 Energy Plan encourages "customer-owned" renewable generation and therefore I can not support this al ternati ve.
The forth alternative for education could possibly lead to conservation which is a big
part of the 2007 Energy Plan but lacks details. With more work I could possibly support
this al ternati ve.
Another possible alternative: Alternative numer five would conform to the 2007 Energy
Plan. It would use the proceeds or some of the proceeds for rebates for installed grid-
tied solar PV installations on homes and businesses. Idaho Power's deficiency in
generation comes during the long hot summer months when solar PV naturally peaks. My
statement of reasoning is supported by quotes from the 2007 Energy Plan: "Conservation
and in-state renewables also contribute to Idaho's economic development by creating local
jobs and tax revenues", "this Energy Plan recommends increasing investments in energy
conservation and in-state renewable resources", E-16 "The Idaho PUC should administer its
responsibilities under the Public Utility Regulatory Policy Act in a way that encourages
the development of customer-owned renewable generation and combined heat and power
facilities. ", "The PUC has historically been among the leaders in encouraging customer-
owned and local renewable generation"

1. NO SUPPORT: The first alternative does not adhere to the 2007 Energy Plan and does notencourage conservation and renewable generation.

for my full support.

It is proven that even simple reviews of building energy inefficiencies yield 30% or more
in reduced energy consumption if the recommendations are implimented. The funds would be
best put to use and yield results for years to come by field implementation of a combined
educational and products/service call to all customers. This would be a good expansion of
the existing programs at Idaho Power to become more active and implementation oriented.

Alternative #1
I would not support the first al ternati ve. It does not seem to conform to the 2007 Idaho
Energy Plan and does not encourage conservation or renewable power generation.
Alternative #2
It does encourages renewable generation however, I would only support this alternative, if
the "green tags" were from Idaho only renewable generation projects.
Alternative #3
I would not support alternative #3 as it appears to use customer's capital to build Idaho
Power's own renewablei generation. Idaho's 2007 Energy Plan encourages "customer-owned"
renewable generation ~n contrast to this alternative.Alternative #4 .
It is unclear that thiis alternative is viable and without more specific information I
would NOT support thils alternative. With more specific information this could be a
positive use of the f~nds.
Additional Alternativle #5
I believe the best alternative would be to implement a program to provide a portion of the
cost of either grid tlied solar PV projects on homes and small business and a portion of
the cost of installedi ground source heat pump systems. I believe this option would help
reduce some of the la~gest loads as well as help with Idaho Power's peak load deficiency
in generation which cbmes sumer months. This is when solar PV peaks. The ground source
heat pumps are the be!st way to reduce the heating and cooling load for residential and
small businesses. Both these uses are supported by the 2007 Energy Plan: "Conservation
and in-state renewables also contribute to Idaho's economic development by creating local

OF IDAHO POWER COMPANY'S S02
EMISSION ALLOWANCES IN CY 2007

The Idaho Energy Education Project (IEEP) lauds Idaho Power for its willingness to think
outside the box and for recognizing that investing the monies from the sale of the S02
credits would reap longer term economic benefits for its customers than merely a one time
rate reduction.
IEEP believes one of the best investments of a portion of that money is in energy
conservation and efficiency education and net metered renewable proj ects. "Gi ve a man a
fish and you feed him for one day, teach him to fish and you feed him for a lifetime."
Learning how to use energy wisely and having the means to use it more efficiently or
producing some of for one's self is a benefit to ratepayers, the environment and to Idaho
Power by reducing production and transmission requirements and is in sync with Idaho's
Energy Plan..
IEEP has proposed from the start that some of the S02 monies goes to energy education. At
the workshop held in this matter, IEEP proposed that $500,000 of those monies goes to
energy education, with half for in class instruction on energy conservation and efficiency
and the other half be available as grants to schools for student involved energy
efficiency and renewable educational projects. That proposal should be tied to the PUC
approving Idaho Power's third option of investing the S02 money in an Idaho Power windproject.
If the PUC opts for option one or two, then the energy education monies should be expandedbeyond the original $500,000 for energy education in the schools and should include
$500,000 foreriergy efficiency/renewable/educational project grants for residential, small
business and agricultural ratepayers. The additional grants would be 75-25% cost sharing,
the grant 75%, the applicant 25%, except for low income which would be 100% grant. The
applicant would agree to track energy savings and be open to some form of ongoing

publicity about the project and the energy and economic savings.
