Also enclosed are nine (9) copies of the testimony and exhibits of Idaho Power witness Celeste Schwendiman, with one copy designated as the Reporter s Copy. A computer disk containing Ms. Schwendiman s testimony is also enclosed. Copies of the Company s Application , testimony and exhibits will be posted on the Company s website www.idahopower.com) on April 16, 2007 and potentially interested parties have been notified of this filing and their opportunity to obtain a copy of the filing either from the website or from Idaho Power directly. IPC-07- APPLICATION In accordance with RP 052 , Application is hereby made to the Idaho Public Utilities Commission (the "Commission ) by Idaho Power Company ("Idaho Power" or "Company") for an order approving the enclosed Schedule 55 containing an increase in the Company s Power Cost Adjustment ("PCA") rate currently in effect and authorizing the Company to incorporate the proposed PCA rate in its rates and charges for all customer classes and special contracts during the period June 1 2007 through May 31 2008. In support of this Application, Idaho Power represents as follows: APPLICATION - 1 Idaho Power is an Idaho Corporation, whose principal place of business is 1221 West Idaho Street, Boise, Idaho 83702. II. Idaho Power operates a public utility supplying retail electric service in Southern Idaho and Eastern Oregon. Idaho Power is subject to the jurisdiction of this Commission in Idaho and to the jurisdiction of the Oregon Public Utility Commission in Oregon. Idaho Power is also subject to the jurisdiction of the Federal Energy Regulatory Commission (the "FERC" III. On March 29, 1993, by Order No. 24806 issued in Case No. IPC-92-25, the Commission approved the implementation of an annual Power Cost Adjustment procedure. IV. In support of this Application, Idaho Power has filed the testimony and exhibits of witness Celeste Schwendiman. Ms. Schwendiman s testimony describes a PCA rate to be effective June 1 , 2007 that would increase existing PCA rates by an equal 0.6108 cents per kWh applied to the PCA energy rate component for all customer classes and special contracts for one year. While Idaho Power believes that this case should be processed under modified procedure, RP 201 , at. seq.Idaho Power stands ready for immediate consideration of this Application, if it is the Commission s determination that a hearing should be held. APPLICATION - 2 In compliance with Commission Orders Nos. 24806 and 29334, the PCA consists of three components: (1) the projected power cost component under which 90 percent of the difference between projected power cost and the Commission s approved base power cost is credited to or collected from customers; (2) the true-up of power costs component where the balance of the power cost deferral from the prior year projected power cost is credited or collected; and (3) the true-up of the true-up component under which any over- recovered or undercollected balance of the true-up deferral from the prior year is credited or collected. VI. As described in Ms. Schwendiman s testimony, the first component, projected power cost, was computed in compliance with Order No. 24806 by inserting the National Weather Service Northwest River Forecast Center s projection of 3.million acre feet April through July Brownlee inflows into the Commission-adopted equation for projecting PCA expenses. The resulting projection of net PCA expense of $129,234 632 equates to cost of 0.9575 cents per kWh.This 0.9575 cents per kWh is more than the Commission-approved base power cost of 0.7477 cents per kWh. In accordance with Commission Order No. 25880, the Company is authorized to adjust rates by 90 percent of the difference between the 0.9575 cents per kWh and the 0.7477 cents per kWh amounts. This adjustment results in an 0.1888 cents per kWh amount for the projected power cost component. APPLICATION - 3 VII. As described in Ms. Schwendiman s testimony, the true-up component of the PCA is 0.1120 cents per kWh reflecting actual net PCA costs above last year s forecast. The true-up component in this case also includes several additional items previously approved by the Commission. These additional items include the customer benefits associated with reduced power supply costs from the Bennett Mountain Power plant, an adjustment to reflect the settlement of the disputed Val my outage replacement power and the benefit resulting from the sale of the Company s emission credits and the tax benefit accruing from the flow-through of proceeds from the sale of emission credits to customers. The net credit resulting from the emission credit sale and tax benefit is $76.7 million. The total true-up including these items results in $15,090,267 to be collected from customers through the PCA true-up component. VIII. The third component is the true-up of the true-up. During the June 1 , 2006 to May 2007 period, the Company recovered $7.9 million more than was necessary to satisfy the 2006/2007 PCA true-up. This results in a true-up of the true-up rate of negative 0589 cents per kWh. IX. The combination of the three PCA components - the adjustment for the 2007/2008 projected power cost of serving firm loads, the 2006/2007 true-up, including the items described in Paragraph VI above, and the true-up of the 2006/2007 true-up - results in a new PCA rate for the 2007/2008 PCA year of 0.2419 cents per kWh. This equates to the Company receiving $30.7 million above base revenue levels. The existing APPLICATION - 4 PCA rate is negative 0.3689 cents per kWh. The negative 0.3689 was based on the Company receiving $46.8 million below base revenue levels. The change from last year's PCA rate to this year s PCA rate represents a $77.million increase in revenue requirement. Attachment 1 to this Application is a revised Electric Rate Schedule, IPUC No. 27 Tariff No.1 01 , Schedule 55, showing the proposed PCA rate of 0.2419 cents per kWh. Attachment 1 is the revised Schedule 55 for which the Company is requesting Commission approval. Attachment 2 shows the proposed change to the existing Schedule 55. The proposed change is portrayed by striking over the current PCA rate and underlining the proposed PCA rate. Attachment 2 is provided for informational purposes only. Attachment 3 is a copy of an Electric Rate Schedule, IPUC No. 27 , Tariff No.1 01 , showing the effect of applying the proposed Schedule 55 PCA rate to each customer class schedule and special contract. The change is portrayed by striking out the existing PCA rate and underlining the proposed PCA rate. Attachment 3 is provided for informational purposes only. XI. This Application is not subject to RP 122 because it qualifies for the exception for power cost adjustments described in RP 122.02. As noted in 122., power cost adjustment filings are not subject to requirements of RP 122. Pursuant to RP 123 and Idaho Code 9 61-307, the tariff filing implementing the new PCA rates proposed in Attachment 1 would become effective June 1 2007. APPLICATION - 5 XII. This Application has been and will be brought to the attention of Idaho Power affected customers by means of press releases to the news media in the area served by Idaho Power, by a direct mailing to customers , and in some instances by means of personal contact with some customers. In addition , the proposed electric rate schedules together with this Application and the testimony and exhibits of witness Ms. Schwendiman will be open for public inspection at Idaho Power s offices in the State of Idaho. The above procedures are deemed by Idaho Power to satisfy the Rules of Practice and Procedure of this Commission. Idaho Power will, in the alternative, bring said Application to the attention of Idaho Power s affected customers through any other means directed by the Commission. XIII. These loads are referred to as "firm" load for purposes of this schedule. BASE POWER COST The Base Power Cost of the Company s rates is computed by dividing the Company s power cost components by firm kWh load. The power cost components are the sum of fuel expense and purchased power expense (including purchases from cogeneration and small power producers), less the sum of off-system surplus sales revenue. The Base Power Cost is 0.7477 cents per kWh. PROJECTED POWER COST The Projected Power Cost is the Company estimate, expressed in cents per kWh , of the power cost components for the forecasted time period beginning April 1 each year and ending the following March 31. The Projected Power Cost is 0.9575 cents per kWh. TRU&UP AND TRU&UP OF THE TRU&UP The True-up is based upon the difference between the previous Projected Power Cost and the power costs actually incurred. The True-up of the True-up is the difference between the previous years approved True-Up revenues and actual revenues collected. The total True-up is 0.0531 cents per kWh. POWER COST ADJUSTMENT The Power Cost Adjustment is 90 percent of the difference between the Projected Power Cost and the Base Power Cost plus the True-ups. The monthly Power Cost Adjustment applied to the Energy rate of all metered schedules and Special Contracts is 0.2419 cents per kWh. The monthly Power Cost Adjustment applied to the per unit charges of the nonmetered schedules is the monthly estimated usage times 0.2419 cents per kWh. No. 28 Tariff No. 101 SCHEDULE 1 RESIDENTIAL SERVICE (Continued) RESIDENTIAL SPACE HEATING All space heating equipment to be served by the Company s system shall be single-phase equipment approved by Underwriters' Laboratories, Inc., and the equipment and its installation shall conform to all National, State and Municipal Codes and to the following: Individual resistance-type units for space heating larger than 1 650 watts shall be designed to operate at 240 or 208 volts, and no single unit shall be larger than 6 kW. Heating units of 2 kW or larger shall be controlled by approved thermostatic devices. When a group of heating units , with a total capacity of more than 6 kW, is to be actuated by a single thermostat, the controlling switch shall be so designed that not more than 6 kW can be switched on or off at anyone time. Supplemental resistance- type heaters, that may be used with a heat exchanger, shall comply with the specifications listed above for such units. SUMMER AND NON-SUMMER SEASONS The summer season begins on June 1 of each year and ends on August 31 of each year. The non-summer season begins on September 1 of each year and ends on May 31 of each year. For New Facilities Installed Before June 1. 2004 : The Monthly Charge for New Facilities installed prior to June 1 , 2004 , such as overhead secondary conductor, poles, anchors, etc., shall be 75 percent of the estimated installed cost thereof. 3. For New Facilities Installed On or After June 1. 2004:The non-refundable charge for New Facilities to be installed , such as underground service, overhead secondary conductor, poles anchors, etc., shall be equal to the work order cost. Eligible Customers may continue to receive supplemental energy service under this schedule until there is no potential for seasonal or variations in usage from the street lighting service, or street lighting service is converted to Metered Service under Schedule 41 , or May 31 , 2011 whichever is sooner. This schedule will expire on May 31 , 2011. APPLICABILITY Service under this schedule is applicable to seasonal or variable energy service utilized by municipalities or agencies of federal , state, or county governments through wired outlets or useable plug-ins on a Customer-owned street lighting fixture. Service under this schedule is apart from and supplemental to the street lighting service received under Schedule 41. SERVICE CONDITIONS Each Customer who takes supplemental service under this schedule must have the Company ascertain the estimated annual number of kWh used as seasonal or variable usage. MONTHLY CHARGE The estimated annual kWh of energy usage is divided by 12 to determine the estimated monthly kWh of energy usage. Service supplied by the Company includes operation of the system, energy, lamp renewals cleaning of glassware, and replacement of defective photocells which are standard to the Company- owned street light units. Service does not include the labor or material cost of replacing cables, standards , broken glassware or fixtures , or painting or refinishing of metal poles. Individual lamps will be replaced on burnout as soon as reasonably possible after notification by the Customer and subject to the Company s operating schedules and requirements. Traffic control signal lamps are mounted on posts or standards by means of brackets , mast arms, or cable. CHARACTER OF SERVICE The traffic control signal fixtures , including posts or standards, brackets, mast arm, cable lamps, control mechanisms, fixtures , service cable, and conduit to the point of, and with suitable terminals for, connection to the Company s underground or overhead distribution system , are installed, owned , maintained and operated by the Customer. Service is limited to the supply of energy only for the operation of traffic control signal lights. The installation of a meter to record actual energy consumption is required for all new traffic control signal lighting systems installed on or after June 1 , 2004. For traffic control signal lighting systems installed prior to June 1 , 2004 a meter may be installed to record actual usage upon the mutual consent of the Customer and the Company. GS-OOP-99-BSD-0124 AVAILABILITY This schedule is available for firm retail service of electric power and energy delivered for the operations of the Department of Energy s facilities located at the Idaho National Engineering Laboratory site , as provided in the Contract for Electric Service between the parties. Billinq Demand.The Billing Demand shall be the average kW supplied during the 30- minute period of maximum use during the month.2. Power Factor Adjustment. When the Power Factor is less than 95 percent during the 30-minute period of maximum load for the month , Company may adjust the measured Demand to determine the Billing Demand by multiplying the measured kW of Demand by 0.95 and dividing by the actual Power Factor.
