I am a high-ranking officer at a nonprofit organization that contracts with Idaho Power
and its weatherization program. I prefer to remain anonymous.
I do not agree with the increase of funding from $200,000 to $1.2 million through 2007.
The program is over funded and a profit is realized due to Idaho Power s billing format.
There is a scramble by the nonprofit agency to find enough customers to spend out the
contract money. This program needs to be cut back to a minimal level and the excess
dollars given back to Idaho Power s customers.
In addition, tighter guidelines need to be implemented concerning the weatherization of
illegal aliens or homes that have both legal and illegal alien residents. The nonprofit
agencies that implement the Idaho Power weatherization program should be held to higher
standards concerning using this money for legal residents only. The agencies should have
the freedom to question residency of applicants and the ability to turn illegal alien
applicants in to the authorities when discovered.
Income verification should also follow strict guidelines. Word of mouth by the client
should not be used since many lie about their income. Instead, each client should be
required to submit their 1040 for income verification. In this manner, no income can beexcluded.
Idaho Power is asking for a 14% rate increase. Low-income legal residents that do not
qualify for special programs are being burdened with a huge rate hike. Instead of a 14%
rate increase, the Idaho Power weatherization program should be cut down to the $200,000level.

The idea of this program being increased is ridiculous. I'm completely fed up with the
power company s and the state s willingness to provide freebies to illegal immigrants,
criminals, and people that are simply willing to lie. At the same time, the people that
really do need the help are constantly neglected.
Anyone who wants this assistance simply needs to request it and state that they earn some
low amount of income. They should be required to show proof of income through a filed
1040. At least a random portion, if not all, of those 1040s should be verified with the
federal government. Once the people who are dishonestly receiving benefit under this
program have been stopped, a significant amount of money should be freed up in order to
raise the income limits, allowing those that are still just scraping by to be able toqualify.
Illegal aliens should never qualify for this program. We should not be paying money to autili ty in order to provide welfare to people who should not be here in the first place.
In addition to that general principle, don t you think that if someone is willing to break
the law just to be here, break federal and state laws to gain employment, and evade state
and federal income taxes, that they would be willing to lie through their teeth in order
to get all the freebies that they can?
Finally, tighter controls should be placed on how the money is spent by the ' non-profi t'
agencies that are responsible for the program s implementation. These agencies should be
reimbursed for their direct costs to perform their weatherization jobs. There should be
neither vagueness in fund distribution nor loop holes allowing them to make a profit.
m already fed up with how much of our money is being wasted. To ask for a large increase
in how much can be blown in an already out of control program is unbelievable. The program
should be rolled back to the funding levels it had in the past.

Please describe your question or comment briefly:I urge continuation of the Weatherization program. In addition to the energy savings,
this program has enhanced the quality of life for thousands of families who did not have
the financial resources to make their homes more livable. The program is efficiently
administered by the Community Action Partnerships. I am the Executive Director of a not-for-profit organization that has, in the past, sponsored a life-safety repair program for
pre-1976 mobile homes, which dovetailed with the Weatherization program.
