AND IDAHO POWER COMPANY FOR AUTHORITY TO CONTINUE FUNDING LEVEL FOR WEATHERIZATION ASSISTANCE AUTHORIZED BY ORDER NO. 29505 ) CASE NO. IPC-07- ) JOINT APPLICATION The Community Action Partnership Association of Idaho , Inc. ("CAPAI") and Idaho Power Company ("Idaho Power" or "the Company , jointly referred to as "the Parties ) hereby apply to the Commission for an order continuing Weatherization Assistance authorized by the Commission in Order No. 29505 in Case No. I PC-03- issued on May 25 , 2004. In support of this Application , the Parties represent as follows: APPLICATION , Page CAPAI is an Idaho non-profit organization located at 5400 West Franklin Road Suite G , Boise, Idaho , 83705. Idaho Power is an Idaho Corporation , whose principal place of business is 1221 West Idaho Street, Boise , Idaho , 83702. II. CAPAI sponsors trainings and conferences and serves as an advocate for Community Action Partnership ("CAP") agencies before the Idaho Legislature. Idaho Power operates a public utility supplying electric service in Southern Idaho and Eastern Oregon. Idaho Power is subject to the jurisdiction of this Commission in Idaho and to the jurisdiction of the Oregon Public Utility Commission in Oregon. Idaho Power is also subject to the jurisdiction of the Federal Energy Regulatory Commission ("FERC" III. Idaho Power offers Weatherization Assistance for Qualified Customers (WAQC) in conjunction with the State of Idaho s Weatherization Assistance program.1 Through WAQC, Idaho Power provides supplementary funding to state designated CAP agencies for the weatherization of electrically heated homes occupied by qualified low- income customers as well as buildings occupied by non-profit organizations. Currently, WAQC is administered through five Idaho CAP agencies and three Oregon CAP agencies 1 The WAQC Program was previously known as the Low Income Weatherization Assistance Program (LlWA). The name of the program was changed to WAQC in 2005. 2 The five Idaho CAP agencies are the Canyon County Organization on Aging and Community Services (CCOA), Eastern Idaho Community Action Partnership (EICAP), EI-Ada Community Action Partnership (EI-Ada), South Central Community Action Partnership (SCCAP), and South Eastern Idaho Community APPLICATION, Page 2 IV. In Order No. 29505 the Commission found it just and reasonable to increase Idaho Power s annual WAQC payments to the Idaho CAP agencies by $1 million to approximately $1.2 million for each of the next three years effective June 1 , 2004. To continue receiving these increased funds beyond June 1 , 2007 , the Commission directed CAPAI to file an application to extend WAQC funding in early 2007. Idaho Power has filed with the Commission Annual Reports detailing the operation of the W AQC program for the years 2004 , 2005 , and 2006. These Annual Reports, titled "2004 & 2005 Annual Report: Weatherization Assistance for Qualified Customers" dated April 1 , 2006 , and "2006 Annual Report: Weatherization Assistance Action Agency (SEICAA). The three Oregon CAP agencies are the Malheur Council on Aging, Harney County Senior and Community Service Center, and Community Connection of Northeast Oregon. APPLICATION, Page 3 for Qualified Customers" dated April 1 , 2007 , are enclosed as Attachment 1 and Attachment 2 , respectively. VII. CAPAI and Idaho Power believe continuation of the increased funding for WAQC is in the public interest and will enable additional low-income families to permanently reduce their energy bills by making their homes more energy efficient. In addition, the energy savings achieved through W AQC will benefit all of Idaho Power s customers by reducing the need to generate energy or make market energy purchases. VIII. The Company believes that consideration by the Commission of the Parties' request in this Application does not require an evidentiary proceeding and accordingly, the Parties request that this Application be processed under IPUC Rule of APPLICATION, Page 4 Procedure 201 allowing for consideration of issues under modified procedure, i.e., by written submissions rather than by an evidentiary hearing. WHEREFORE, CAPAI and Idaho Power Company respectfully request that the Commission issue an order authorizing the continuation of the increased funding for W AQC as initially approved in Order No. 29505.
