I just added up all the extra taxes on my electric bill and it came to more than the taxes on
a regular purchase of $38.66 in electricity. You illegally earmarked $11.44 to my purchase
of $38.66 worth of your power. I need to know when did it become legal to force, Diane
Williams, an American Citizen to pay for projects that I did not vote for; or that have
nothing to do with my personal usage of electricity? I would like to know the names behind
these extra charges. I also need the statue or laws that allow this, Board of Utilities
Commissioners, to charge me along with the rest of the American Citizens with the
responsibility to fund these projects. I will be seeking an investigation into the personal
back ground connections, of all the commissioners, who voted for all these earmark projects
on my bill. I just heard the House of Representative talking about withholding earmarks for
a year for their pet projects. Now here come the public utili ties commissioners, earmarking
my electric bill. I guess Idaho Power is trying to keep up with intermountain gas and Qwest.
During these times in America when the dollar isn't worth but .20 cents you commissioners
have the nerves to tack on projects that Idaho Power cannot afford; but voted for the
consumers of Idaho Power to pay for it. Idaho is a low income state just in case you,
commissioners, are not aware of it. You need to say to some projects ((The Public Utilities
Commissioners cannot afford to strap the American Citizens by earmarking it to their electric
bill." However, you chose not to do that, so now you expect us, the American Citizens, to
quietly except these earmarks. I will be mailing a copy of this letter to Washington D. C.

informing the department of Consumer Affairs, Governor Butch Otter and my legislators of
Idaho Public Utilities Commissioners insensitivity towards the American Citizens. Enough is
enough. With gasoline prices high, American Citizens loosing their homes, jobs, and our
Rights to Pursue the American Dream. You Commissioners are voting like pimps and acting like
the American Citizens are your whores. So you want us to live without power in our homes
like the citizens in Iraq uh? Well, if that is what you, the Public Utilities Commissioners,
want then that is what you will eventually get. If I have to turn my electricity off and
Ii ve with battery power lights I will. God always allows new inventions to appear when old
inventions like Idaho Power, starts gouging the American Citizens by continuing to increase
rates as we use less and less electricity. I will be waiting for Japan or China to invent
the convent battery power lights. Enclosed you will find a copy of my bill.
I would appreciate your response within 10 working days from the date on this letter.

I want to know why it is that you can continue to give all the increases to the utilities
companies and keep expecting that we can all afford it. Our economy is in a recession and is
heading for a depression and we have a hard time making it as it is. Our paychecks have not
gone up to help us offset all of the increases on a daily basis. Also our elderly are living
on a fixed income and have already experienced utility increases, rent increases, gas
increases, insurance increases, medication increases and grocery increases and like the rest
of the us simply cannot afford for these utility companies to get a rate increase every other
week. If they are in such a way that they need to have increase after increase then maybe
they should consider cutting the wages of the CEO and other top paid employees and if they
made bad investments then why should the customer be the one to take that in the butt. Let
them try to live on the money that us average normal people live on and see how it is to
have to decide which bills to payor whether you can afford your food or medications.
