To me it seems like they are trying to collect the money on the sale of power to Calif.
Calif Judge said the costs were execessive and not to pay for the costs. This is the
second increase this year and no comprehensive list of 'Improvements . I have not seen any
list of improvements. Now they have to buy windpower and I have no doubt what so ever That
the out of state payments received will far exceed their costs. When is this going to
stop? They also want to build a Nuclear power plant. I bet the cost for electricity will
go out of site. This company has a monopoly on power. ,

I am very much opposed to the 20% rate increase that Idaho Power is requesting. I think
it is unfair to make those of us that have lived here, farmed here, and worked here pay
for the additional cost of 650 miles of new distribution and transmission lines & 10 new
substations that re groth-driven. This should be paid by the developer of the property.
Which I am not sure why it is not. As with our farms we have to pay for any new powerbrought out for new pivots or pumps. This is especially hitting us farmers hard because
we have already had a 14% increase this year. This caused our power bill to be $50,000
more than was budgeted for. We are not the ones benefitting from Idaho Power putting in
new service to meet the growth, the developers are. They should pay at the time the power
is put in. A 20% increase will hit farmers very hard. With the price of fuel this will
make it very hard to keep farming.

I am writing to you to state my opposition to the proposed rate increase by Idaho Power.
If anything I would advocate for a rate decrease for many reasons, but the biggest reason
is that in Idaho we have a power surplus and we are selling our excess out of state. In
states such as Alaska where they have a huge supply of oil, residents get a rebate check
on the product that is sold out of state. why cant people who live in Idaho benefit from
the setting up of windmills and the production of electricity from our natural recourse?
Many people who live in Idaho have to work 2 jobs to make ends meet, we struggle with the
high cost of health care and our housing market, once very reasonable, has gone way up
making our housing costs go up with it. Please don t strain our pockets any more by
raising our utilities.
