RE: IDAHO POWER GENERAL RATE INCREASE

Dear Sir or Madam:
We propose that the Idaho Public Utilities Commission consider a laddered
residential rate structure. This would reward the resident that conserves
today s shrinking energy supplies. A laddered rate structure would put the
greatest burden of paying for added generating and distribution cost on those
who are impacting the system the most. A rate structure that would increase
with each 1000 kwh per month would accomplish this objective.
We disagree with the present concept of a flat rate for residential customers.
People that live in the "Mega or Trophy Homes" are impacting Idaho
Powers production and distributions system much more than the typical
homeowner. As we travel around the area we see many of these huge homes
constructed by out -of-state people moving to this area.
We do not oppose the general rate increase that Idaho Power has applied for.
Every company needs to make a reasonable rate of return on its investments.
It is not hard to see that with the growth in Idaho Power s service area that
upgrades would be needed.
