To whom it may concern: Please do not increase my power bill again. One of the reasonsfor an increase was continued growth. How about an impact fee (example of 50.00) forevery NEW hook up. These people are also paying their power bills so there is more money
comming in. Was it really needed to buy new trucks and computers at this time? Pleasedont do this increase. Thankyou. Kathryn Ralstin

It is still amazes me how your commission continues to support every wish of Idaho Power.
They fight any type of renewable power source, they install GAS powered plants and claim
they are supporting renewable power, then you all allow 90% of every request they make forincrease pricing. I'm not a farmer, but to allow them to increase the cost by 20% is
beyond any ones imagination. But like several people say, when you contribue to the
commissions life style you get what ever you want. Which I hope is not the case, but the
appearance is sure there.

I hope that you will deny Idaho power request for a basic hike rate. In looking at the
proposal the irrigation is taking the biggest hit of all. In the beginning Idaho power was
glad to have the irrigation; they have helped Idaho powers become who they are. Now they
want them to pay for it all. I think there is a better solution to it. Hit everyone the
same or something.

I express my opposition to IP request for a 10.34 % rate increase. I find justification for the rate increase. I just received a letter from IP explaining why therate increase is needed. This is the same justification for the rate increase requested
and granted in 2006. Fuel and other costs are having a major impact on my disposableincome. I have property taxes which have increased and other costs of living increases
most notable gasoline increase. This affects all other areas, for example food costs. I
have not and will not receive any increase in my wages to cover the increased living costs
that i am forced to pay. I find no justification for the aditional rate increase
requested by IP and request that you deny the application.

Dear PUC staff and commissioners,
First off I would like to say I own no stock in any publicly traded corporation. I am notan employee of Idaho Power and work in management at a local body repair facility.
During the hearing for the 2005 Idaho Power base rate increase I testified the rate shouldbe increased 7-10 %. My reasoning was that steady increases are much easier to plan for
than spike increases. They were granted a 3.2 % increase at that time. Now we have seen a
PCA rate increase, loss of the BPA credit, and now a base rate increase all in a short
period of time. This is what I was hoping would not happen if a 7-10 % base rate increase
were to have been granted in 2005.
Increases in the rate of electricity should be handled in the base rates not the PCA. ThePCA should only be used for unforeseeable events and normally for credits. Any foreseeableevents should be considered in the base rate. For example: In Idaho Power s IRP it states
Based on recent history, Snake River streamflows are expected to continue to decline by
approximately 53 cfs per year which results in a loss of hydroelectric generation of 25-30
aMW annually." This is a foreseeable event and addressed in much detail in the IRP. Growth
in the population and inflation are other foreseeable events.
Once again, I recommend a 7-10 % increase in the base rate, so I am not opposing this rateincrease. If the pac grants this increase in full I believe it can also request
concessions from Idaho Power.
I would suggest Idaho Power should be required to allow time based metering to any
customers that would like this service. My reasoning is that this will reduce the peak
generation needed, helping keep down the cost of electricity in the future. Peak
deficiency is a huge problem according to the IRP.
My second suggestion is Idaho Power offer rebates for residential grid tied solar systems.My reasoning is according to the IRP (page 40) peak deficiency is a huge problem. Solar
power naturally produces power during the peak hours of the day and during the peak months
of the year. When solar is most available it is during a time of relative drought with
respect to hydro. Another added benefit is the shading of roofs reduces the ac load of the
buildings during the hot summer months. This is a zero pollution, zero CO2 (the IRP statesThe evaluation of CO2 emission costs is the most significant risk addressed in the 2006
IRP.), zero fuel cost, local source of electricity generation that needs no newtransmission lines. Many other utili ties nationwide offer very generous rebates. I would
suggest a very conservative rate of $1.00 per installed watt. On page 13 of the IRP itstates "Based on the capital cost estimates, each new residential customer requires about
$3,000 of capital investment for 1.5 KW of baseload generation, plus $2,500 for an
additional 5 KW of peak-hour generation for a total generation capital cost of $5,500.
Other capital cost such as transmission costs, distribution costs, and customer systems
costs are not included in the $5,500 capital generation requirement." This seems like avery cost effective way to use some of the money needed for peak generation.
Lastly I suggest some sort of tiered rate throughout the year. My reasoning it would helpto promote conservation and also keep rates affordable for the lowest users (poorerpeople). An example only, tiers to be determined by the pac staff and commissioners: 0-300KWHs per month 5 cent per KWH, 300-900 KWHs per month 7 cents per KWH, and 900 plus KWHsper month 9 cents per KWH. This has worked well in CA for example.

I am in receipt of a notice from Idaho Power that they have petitioned the PUC in the
case of IPC-E-07-08. In the written notice I received Idaho Power states that if the
increase is approved by pac then it will go into effect January 08. However, at the PUC
site in the Petition statement, the increase is set, if approved, to go into effect July,2007.
Firstly, I am against any rate increase, especially one that will further burden Idaho
residents and garner $69 Million for Idaho Power et al.
Secondly, Idaho Power has not demonstrated any justification of the need for a rateincrease.Sincerely,

To whom it may concern: I am appauled at Idaho Power and their incessant request for
continual increases in rates. I recognize it costs to run a business and I recognize it
costs to use the services supplied by a business but when the CEO at Idaho Power obtained
an income of over 12 Million. He doesn t have to worry about his bill or conservation ofpower. Those that are on fixed income, and the middle class are again being targeted bygreed. Enough is enough. Leave the rates alone for 5 years and let us catch our breath
from the inflation we feel so dramatically.
