REVISION TO SCHEDULE NO.21—LOW INCOME
WEATHERIZATION SERVICES
BACKGROUND
On January 19,2016.PacifiCorp,dba Rocky Mountain Power (the “Company”)
submitted Tariff Advice No.16-02 to modify Electric Service Schedule No.21 —Low Income
Weatherization Services.
A summary of the requested revisions is included below:
•Increase income eligibility to 200%of federal poverty guidelines.
•Eliminate the requirement that only homes originally weatherized before October 1,1993
are eligible for additional weatherization services.
•Deline electrically heated homes as having an electric heating system designed to heat at
least 51%of the home.
•Increase the efficiency of replacement windows from a U-value of 0.35 to 0.30 or less.
•Eliminate the water pipe wrap/insulation measure.
•Add smart thenriostats with occupancy sensors to the list of eligible thermostats.
•Eliminate the storm window measure.
•Add LEDs as an eligible measure and eliminate the limit of 8 LEDs and/or CFLs per
project.
•Add LED light fixtures as an eligible measure.
•State that existing refrigerators may now be replaced with any Energy Star model—rather
than only specific models—if the Savings to Investment ratio exceeds 1.0.

PacifiCorp states that these changes are not expected to materially change the cost
effectiveness of the Low Income Weatherization program.
STAFF REVIEW AND RECOMMENDATION
Staff reviewed each of the proposed revisions carefully.In addition to having no
meaningful impact on cost-effectiveness,the changes are not expected to significantly affect
program participation.Instead,each of the modest changes serves at least one of four purposes:
I)streamline Community Action Partnership (CAP)program administration by aligning utility
guidelines with federal program guidelines:2)streamline utility program planning by aligning
Low Income measures with Residential measures;3)add measures that have become cost-
effective and remove measures that are either duplicated elsewhere or no longer relevant;and 4)
clarify measure or process definitions to assist program implementation.
Staff has reviewed the additions and modifications and recommends the Commission
approve the revised Schedule No.21 tariff sheet with an effective date of March 1,2016.
