IDAHO POWER COMPANY (the "Company" or "Idaho Power ) hereby applies to
the Idaho Public Utilities Commission (the "Commission ) for authority to implement two
time-variant energy pricing programs for customers in the vicinity of the cities of Emmett
and Letha, Idaho ("Emmett Valley ). The Company proposes to offer Schedule 4
Energy Watch Program, for customers desiring to take electric service at critical peak
pricing energy rates and Schedule 5 , Time-of-Day Program , for customers desiring to
take electric service at time-of-use energy rates. The Company proposes both programs
be offered to customers on an optional , voluntary basis. In support of this Application
Idaho Power submits the following:

BACKGROUND
Both the Energy Watch and Time-of-Day Programs were approved as Pilot
Programs in March 2005 in accordance with Commission Order No. 29737 issued in
Case No. IPC-05-2. On May 9, 2006, the Commission approved Idaho Power
request to extend both Pilot Programs for another year. In Order No. 30037 issued in
Case No. IPC-06-, these Pilot Programs were approved as voluntary tariff options
available to all residential customers in the Emmett Valley who had AMR metering
installed. Under both Pilot Programs, the pricing for energy consumption during the
months of June, July, and August included a time-variant component or components.
For all other months , the pricing was identical to that for standard Residential Service
under Schedule 1.
In order to allow customers in the Emmett Valley continued choice in service
schedules , and to allow the Company the opportunity to continue evaluating time-
variant pricing and refining and implementing the internal systems used to collect and
aggregate usage data and bill participants , the Company desires to continue offering
these programs on a limited basis.
II.
PILOT PROGRAM RESULTS
Information Gains
The operation of the Pilot Programs in the past two years has provided valuable
information. For both 2005 and 2006 , the Company contracted with consultants to
conduct both a customer survey and an analysis of the usage and billing data

associated with these programs. The detailed results for the Pilot Programs' operation
during 2005 were filed with the Commission on March 29, 2006. The detailed results for
the Pilot Programs' operation during 2006 were filed with the Commission on February
28, 2007. The Company requests that the Commission take administrative notice of
these filings in its consideration of this Application.
Customer Satisfaction
The results from the customer surveys indicate that overall, the participants in the
Pilot Programs were satisfied with the programs.In 2005, 60 percent of the
respondents indicated they were very likely to participate again. In 2006, the number of
respondents who indicated they were very likely to participate again increased to 68
percent.
Customer Cost Savings
The analysis of the usage and billing data associated with the Pilot Programs
suggests that on average , customers benefited by signing up for these time-variant
pricing programs. Time-of-Day participants, on average, saved about 5 percent on their
bills for 2005 and about 1 percent on their bills for 2006, for the summer months of
June , July, and August, when compared to a control group with similar usage taking
service under Schedule 1. Energy Watch participants, on average , saved about 10
percent in 2005 and 12 percent in 2006 , when compared to a control group with similar
usage patterns taking service under Schedule 1.

Load Shifting
Although the Time-of-Day participants did not demonstrate a statistically
significant shift in load , a slight difference in usage patterns for this group compared to
the control group was apparent.The Energy Watch participants , on average
however, did demonstrate a statistically significant demand reduction during Energy
Watch hours. On average , the Energy Watch participants reduced their household
demand by 1.33 kW for all Energy Watch hours in 2005 and by 1.26 kW for all Energy
Watch hours in 2006.
Participant Retention
The participant retention rate for both Pilot Programs was fairly high. In 2005,
the Energy Watch program began with 79 participants and retained 76 by the end of
August 2005. In 2006, the Energy Watch program began with 75 participants and
ended with 68 participants.In 2005, the Time-of-Day program began with 95
participants and retained 93 participants. In 2006, the Time-of-Day program began with
85 participants and retained all 85 participants.
Based on the results of the Pilot Programs, including the high level of customer
satisfaction , the Company is proposing to maintain the same program design and
pricing going forward as that implemented for the Pilot Programs during the summer of
2006.
III.
SCHEDULE 4 ENERGY WATCH PROGRAM DESCRIPTION
The Energy Watch Program will provide customers the opportunity to reduce
their electric bills by shifting usage off of "critical peak" hours , or hours when the cost to
provide energy is extremely high , and onto other hours of the day for which the cost to

provide energy is lower. The Energy Watch Program will be available to all residential
customers in the Emmett Valley not participating in the A/C Cool Credit program whose
energy usage equals or exceeds 300 kWh for each of the most recent 12 consecutive
billing periods (or for all billing periods if the customer has less than 12 months of billing
history).
Under the Energy Watch Program, residential customers will be charged a flat
energy rate for all kWh used during the summer season with the exception of the kWh
used during an Energy Watch Period. During Energy Watch Periods, the Company is
proposing the energy rate be substantially higher than the energy rate for all other
hours.
Energy Watch Periods can occur on any weekday from June 15 through August
, except for Independence Day when it falls on a weekday. Energy Watch Periods
will be determined by the Company. The Company will notify Program participants of
the declared Energy Watch Period by 4:00 p.m. the day ahead by telephone and email.
All Energy Watch Periods will be for the hours of 5:00 to 9:00 p.m. Energy Watch
Periods will occur on no more than 10 days from June 15 to August 15 , for a total of 40
hours. The summer and non-summer seasons for the Energy Watch Program will be
defined the same as under Schedule 1 , with the summer season beginning on June
and ending on August 31.
The Company proposes to establish the base energy rate for the Energy Watch
Program equal to the first block Energy Charge under Schedule 1. The proposed
Energy Charge during Energy Watch Periods is 20 cents per kWh. The proposed rates
are:

Customers participating in the Energy Watch Program will continue to pay the
monthly Service Charge of $4.00.
IV.
SCHEDULE 5 TIME-OF-DA Y PROGRAM DESCRIPTION
The Time-of-Day Program will provide customers the opportunity to reduce their
bills by shifting usage from the "on-peak" period , when the cost to provide energy is
highest , to the "off-peak" period, when the cost to provide energy is the lowest. The
Company proposes the Time-of-Day pricing periods be in effect during the summer
season only. During the non-summer season , the pricing would be the same as that
under Schedule The Time-of-Day program will be available to all residential
customers in the Emmett Valley except those who participate in the A/C Cool Credit
program.
Time-of-Dav Periods
Under the Time-of-Day Program, residential customers are provided price signals
to encourage them to shift their energy usage to specific periods of the day. The three
proposed Time-of-Day pricing periods for the summer season are defined as:
On-Peak:1 :00 p.m. to 9:00 pm. Monday - Friday, except for Independence
Day when it falls on a weekday

Mid-Peak:7:00 a.m. to 1 :00 p.m. Monday through Friday, except for
Independence Day when it falls on a weekday
Off-Peak:9:00 p.m. to 7:00 a.m. all days and all hours Saturday, Sunday, and
ndependence Day
The summer and non-summer seasons will be defined the same as under
Schedule 1 , with the summer season beginning June 1 and ending August 31.
Time-of-Dav Rates
The Company proposes that customers be charged a different energy rate for
each of the three Time-of-Day pricing periods. For all usage during the non-summer
period , the Company proposes that customers be charged the same energy rate as is
charged under Schedule 1. The Company is proposing the following rates for each of
the Time-of-Day pricing periods.

VI.
MODIFIED PROCEDURE
The Company believes that consideration by the Commission of the proposals
contained in this Application does not require an evidentiary proceeding, and
accordingly the Company requests that this Application be processed under RP 201
allowing for consideration of issues under modified procedure, i.e., by written
submissions rather than by an evidentiary hearing.

RESIDENTIAL SERVICE
ENERGY WATCH PROGRAM
(OPTIONAL)
AVAILABILITY
Service under this schedule is available at points on the Company s interconnected system to
residential Customers in the Emmett Valley where existing facilities of adequate capacity and desired
phase and voltage are adjacent to the Premises to be served, additional investment by the Company
for new transmission , substation or terminal facilities is not necessary to supply the desired service, and
Advanced Meter Reading (AMR) equipment is installed. For the purposes of this schedule, the Emmett
Valley is considered to be the area within the vicinity of the cities of Emmett and Letha, Idaho.
The Residential Service Energy Watch Program is an optional, voluntary service that provides
residential Customers the option to take electric service with a critical peak pricing component.
APPLICABILITY
Service under this schedule is applicable to Customers whose metered energy usage equals or
exceeds 300 kWh for each of the most recent 12 consecutive Billing Periods or, where the Customer
has been receiving service for less than 12 months, for each of the available Billing Periods. Where the
Customer Billing Period is less than 27 days or greater than 33 days , the energy usage will be
prorated to 30 days for purposes of determining eligibility under this schedule. The Company shall
have the right to select and reject Program participants at its sole discretion.
Service under this schedule is applicable to Electric Service required for residential service
Customers for general domestic uses, including single phase motors of 7% horsepower rating or less
subject to the following conditions:
1. When a portion of a dwelling is used regularly for business, professional or other gainful
purposes , or when service is supplied in whole or in part for business, professional, or other gainful
purposes, the Premises will be classified as non-residential and the appropriate general service
schedule will apply. However, if the wiring is so arranged that the service for residential purposes can
be metered separately, this schedule will be applied to such servi ceo2. Whenever the Customer s equipment does not conform to the Company s specifications
for service under this schedule, service will be supplied under the appropriate General Service
Schedule.
This schedule is not applicable to standby service, service for resale, or shared service.

TYPE OF SERVICE
The type of service provided under this schedule is single phase, alternating current at
approximately 120 or 240 volts and 60 cycles, supplied through one meter at one Point of Delivery.
Upon request by the owner of multi-family dwellings , the Company may provide 120/208 volt service for
multi-family dwellings when all equipment is U L approved to operate at 120/208 volts.
WATER HEATING
Electric storage water heating equipment shall conform to specifications of the Underwriters
Laboratories, Inc., and the Company and its installation shall conform to all National, State, and
Municipal Codes and may be equipped with one or two heating units. No single heating unit shall
exceed 6 kW; and where two heating units are used in a single tank , these units shall be so interlocked
that not more than 6 kW can be connected at anyone time.
RESIDENTIAL SPACE HEATING
All space heating equipment to be served by the Company s system shall be single phase
equipment approved by Underwriters' Laboratories, Inc., and the equipment and its installation shall
conform to all National, State and Municipal Codes and to the following:
Individual resistance-type units for space heating larger than 1 650 watts shall be designed to
operate at 240 or 208 volts, and no single unit shall be larger than 6 kW. Heating units of two kWor
larger shall be controlled by approved thermostatic devices. When a group of heating units, with a total
capacity of more than 6 kW, is to be actuated by a single thermostat, the controlling switch shall be so
designed that not more than 6 kW can be switched on or off at anyone time. Supplemental resistance-
type heaters, that may be used with a heat exchanger , shall comply with the specifications listed above
for such units.
ENERGY WATCH EVENT
An Energy Watch Event is a four-hour period between the hours of 5:00 p.m. and 9:00 p.m. on
weekdays , excluding Independence Day when it falls on a weekday, between June 15 and August 15.
During an Energy Watch Event the price per kWh is set at a higher level than the price per kWh at all
other hours in order to provide a price signal for Customers to shift energy usage off of the four-hour
period. The Company will declare an Energy Watch Event at its sole discretion. No more than 10
Energy Watch Events will be declared between June 15 and August 15, for a total of no more than 40
Energy Watch Event hours. The Company will contact Customers taking service under this schedule
by 4:00 p.m. the day before an Energy Watch Event is to occur.

APPLICABILITY
Service under this schedule is applicable to Customers whose metered energy usage equals or
exceeds 300 kWh for each of the most recent 12 consecutive Billing Periods or, where the Customer
has been receiving service for less than 12 months, for each of the available Billing Periods. Where the
Customer Billing Period is less than 27 days or greater than 33 days, the energy usage will be
prorated to 30 days for purposes of determining eligibility under this schedule. The Company shall
have the right to select and reject Program participants at its sole discretion.
Service under this schedule is applicable to Electric Service required for residential service
Customers for general domestic uses, including single phase motors of 7% horsepower rating or less
subject to the following conditions:
1. When a portion of a dwelling is used regularly for business, professional or other gainful
purposes, or when service is supplied in whole or in part for business, professional , or other gainful
purposes, the Premises will be classified as non-residential and the appropriate general service
schedule will apply. However, if the wiring is so arranged that the service for residential purposes can
be metered separately, this schedule will be applied to such servi ceo2. Whenever the Customer s equipment does not conform to the Company s specifications
for service under this schedule, service will be supplied under the appropriate General Service
Schedule.

TYPE OF SERVICE
The type of service provided under this schedule is single phase , alternating current at
approximately 120 or 240 volts and 60 cycles, supplied through one meter at one Point of Delivery.
Upon request by the owner of multi-family dwellings , the Company may provide 120/208 volt service for
multi-family dwellings when all equipment is U L approved to operate at 120/208 volts,
WATER HEATING
Electric storage water heating equipment shall conform to specifications of the Underwriters
Laboratories, Inc., and the Company and its installation shall conform to all National , State , and
Municipal Codes and may be equipped with one or two heating units. No single heating unit shall
exceed 6 kW; and where two heating units are used in a single tank, these units shall be so interlocked
that not more than 6 kW can be connected at anyone time.
RESIDENTIAL SPACE HEATING
All space heating equipment to be served by the Company s system shall be single phase
equipment approved by Underwriters' Laboratories , Inc., and the equipment and its installation shall
conform to all National , State and Municipal Codes and to the following:
Individual resistance-type units for space heating larger than 1 650 watts shall be designed to
operate at 240 or 208 volts, and no single unit shall be larger than 6 kW. Heating units of two kWor
larger shall be controlled by approved thermostatic devices. When a group of heating units, with a total
capacity of more than 6 kW, is to be actuated by a single thermostat, the controlling switch shall be so
designed that not more than 6 kW can be switched on or off at anyone time. Supplemental resistance-
type heaters, that may be used with a heat exchanger , shall comply with the specifications listed above
for such units.
ENERGY WATCH EVENT
An Energy Watch Event is a four-hour period between the hours of 5:00 p.m. and 9:00 p.m. on
weekdays, excluding Independence Day when it falls on a weekday, between June 15 and August 15.
During an Energy Watch Event the price per kWh is set at a higher level than the price per kWh at all
other hours in order to provide a price signal for Customers to shift energy usage off of the four-hour
period. The Company will declare an Energy Watch Event at its sole discretion. No more than 10
Energy Watch Events will be declared between June 15 and August 15, for a total of no more than 40
Energy Watch Event hours. The Company will contact Customers taking service under this schedule
by 4:00 p.m. the day before an Energy Watch Event is to occur.

Service under this schedule is available at points on the Company s interconnected system to
residential Customers in the Emmett Valley where existing facilities of adequate capacity and desired
phase and voltage are adjacent to the Premises to be served, additional investment by the Company
for new transmission , substation or terminal facilities is not necessary to supply the desired service, and
Advanced Meter Reading (AMR) equipment is installed. For the purposes of this schedule, the Emmett
Valley is considered to be the area within the vicinity of the cities of Emmett and letha, Idaho, Service
under this 8Gfledule is limited to no more than 300 metered r,ervice points.
