IPC-07- NOTICE OF DISCUSSION REGARDING PROCEDURE On February 6, 2007, Idaho Power Company (Idaho Power; Company) filed a Petition with the Idaho Public Utilities Commission (Commission) requesting authority to revise its published avoided cost rates for qualifying facilities (QFs) under Sections 201 and 210 of the Public Utility Regulatory Policies Act of 1978 (PURPA) to reflect Idaho Power s daily load shape and recognize the difference in value between energy delivered by QFs during heavy load hours and energy delivered during light load hours. The Company also recommends a proposed disaggregation prohibition for published rate eligibility. In addition to Idaho Power s filing in Case No. IPC-07-, the Company on February 3, 2007, filed a Petition in Case No. IPC- 07 -03 to raise the published rate eligibility cap and to eliminate the 90%/110% performance band requirement for wind-powered PURP A QFs. On February 16, 2007, the Commission issued a Notice of Petition and Modified Procedure in Case No. IPC-07-04. The deadline for filing written comments was March 23 2007. Comments were filed by Rocky Mountain Power, U.S. Geothermal, Inc. and Commission Staff. Reply comments were filed by Idaho Power. Subsequent to the filing of comments in Case No. IPC-07-, petitions requesting relief similar to that requested by Idaho Power in Case Nos. IPC-07-04 and IPC-07-03 were filed by Avista Corporation on April 2, 2007 in Case No. A VU-07-02 and PacifiCorp on April 23, 2007 in Case No. PAC-07-07. YOU ARE HEREBY NOTIFIED that immediately following a public workshop scheduled in Idaho Power Case No. IPC-07-03 on WEDNESDAY. JUNE 20. 2007 COMMENCING AT 9:00 A.M. IN THE BALLROOM OF THE OWYHEE PLAZA HOTEL. 1109 MAIN STREET. BOISE. IDAHO Commission Staff will facilitate a NOTICE OF DISCUSSION REGARDING PROCEDURE discussion of procedure for processing the PURP A wind cases currently pending before the Commission, i., , Idaho Power (IPC-07-03 and IPC-07-04), PacifiCorp (PAC-07-07), and Avista (A VU-07-02). YOU ARE FURTHER NOTIFIED that the Petition, in Case No. IPC-07-04 and the other PURPA wind cases referred to above may be viewed at the Commission s website www.puc.idaho.gov by clicking on "File Room" and "Electric Cases " or can be viewed during regular business hours at the Idaho Public Utilities Commission, 472 W. Washington Street Boise, Idaho and for the specific utility-related filings at the general business office of Idaho Power Company, 1221 West Idaho Street, Boise, Idaho and the Idaho offices of Avista and PacifiCorp. YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be conducted pursuant to the Commission s Rules of Procedure, IDAP A 31.01.01.000 et seq.
