FACILITIES
On February 6, 2007, Idaho Power Company (Idaho Power; Company) filed a
Petition with the Idaho Public Utilities Commission (Commission) requesting a change in the
Company s PURP A obligations for wind-powered small power production facilities that are
qualifying facilities (QFs) under Sections 201 and 210 of the Public Utility Regulatory Policies
Act of 1978 (PURP A). Idaho Power in its Petition presents a Company-proposed wind
integration adjustment to published avoided cost rates, a related request to raise the published
rate eligibility cap and a proposal to eliminate the 90%/110% performance band requirement for
wind QFs. A Notice of Petition and Notice of Preliminary Procedure was issued in Case No.
IPC-07-03 on February 16 2007.
As a matter of preliminary procedure and prior to any procedural scheduling by the
Commission, Idaho Power on March 15 2007, hosted the first workshop in Case No. IPC-07-
03. At the conclusion of the workshop, Idaho Power and EnerNex, the consultant and co-author
of the Wind Integration Study, agreed to undertake additional studies as identified by the
workshop participants. Since the first workshop, Rocky Mountain Power and A vista
Corporation have also filed cases dealing with the issues raised in Idaho Power s 07-03 and 07-
04 (Petition to Clarify Rules Regarding Published Rate Eligibility - Disaggregation and
Proposed Revision of Avoided Cost Rates to Include a Daily Load Shape Adjustment), i., Case
Nos. PAC-07-07 and A VU-07-02.
YOU ARE HEREBY NOTIFIED that a second workshop in Case No. IPC-07-
to address the questions and issues identified at the March 15 workshop will be hosted by Idaho
Power Company. The workshop will be held on JUNE 20. 2007 BEGINNING AT 9:00 A.

be attending.
YOU ARE FURTHER NOTIFIED that immediately following the above
referenced June 20, 2007 workshop, Commission Staff will facilitate a discussion of
procedure for processing the PURP A wind cases currently pending before the Commission, i.
Idaho Power (IPC-07-03 and IPC-07-04), PacifiCorp (PAC-07-07), and Avista (A VU-
07 -02).
YOU ARE FURTHER NOTIFIED that the Petition in Case No. IPC-07-03 and the
other PURPA wind cases referred to above may be viewed at the Commission s website
www.puc.idaho.gov by clicking on "File Room" and "Electric Cases " or can be viewed during
regular business hours at the Idaho Public Utilities Commission, 472 W. Washington Street
Boise, Idaho and for the specific utility-related filings at the general business office of Idaho
Power Company, 1221 West Idaho Street, Boise, Idaho and the Idaho offices of Avista and
PacifiCorp.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission s Rules of Procedure, IDAPA 31.01.01.000 et seq.
